La presente investigación tiene la finalidad de analizar el procedimiento del cobro coactivo
del impuesto predial, si en su ejecución se vulneraron los derechos humanos, a consecuencia
de que el organismo de ejecución coactiva establece la colocación en los inmuebles de los
deudores tributarios al pago del impuesto municipal de avisos de la falta de pago, causando
con ello vulneración de los derechos humanos previstos en la carta magna del estado
peruano, consagrados en el artículo 1°, que se refiere a la persona (inherente a la protección,
respeto y dignidad), que es también fin y misión del estado, así como el artículo 2° numeral
5 segundo párrafo sobre el secreto bancario y la reserva tributaria atribuibles al órgano
jurisdiccional, la fiscalía de la nación o de una comisión investigadora del congreso, no
aplicables a los gobiernos locales, también se estaría vulnerando el derecho consagrado en
el artículo 2 numeral 7 que se refiere a la buena apreciación de la persona, ese sentimiento
positivo hacia sí, es el honor y la reputación en el buen sentido y en la imagen. que irradia a
los demás. Por lo tanto, los avisos pegados en el frontis del deudor por ser vía pública se ven

la prohibición a los ejecutores coactivos de las municipalidades de trabar medida cautelar en
