Análisis comparativo de la variabilidad del tiempo y costo estimado aplicando gestión de riesgos con respecto al ejecutado de obras de mejoramiento de la transitabilidad vehicular y peatonal de la Municipalidad Distrital de San Sebastián - Cusco

El objetivo principal de esta investigación es comparar el costo y tiempo de ejecución de
obras de mejoramiento de la transitabilidad vehicular y peatonal, ejecutadas y liquidadas por la
Municipalidad Distrital de San Sebastián del Cusco, con el costo y tiempo obtenidos del análisis
cuantitativo de riesgos utilizando la guía del PMBOK sexta edición, con un nivel de confiabilidad
del 90%; con el fin de comprobar que con una buena gestión de riesgos se puede prever el
comportamiento real de una obra, por lo tanto, la posibilidad de proponer acciones de respuesta
que eviten o mitiguen el impacto de los riegos.
Se recopiló toda la información necesaria de 3 obras, dicha información sirvió de base para
la identificación de riesgos que afectan a este tipo de obras, obteniéndose un total de 43 riesgos,
los cuales fueron sometidos a un juicio de expertos mediante la aplicación de un cuestionario. Los
datos obtenidos de los cuestionarios fueron procesados usando el método de “Combinación Lineal
de Opiniones”, para el cual se dio un peso a cada cuestionario usando el “Proceso de Jerarquía
Analítica (AHP)” y la escala de Saaty, basado en los años de experiencia de cada encuestado en las
diferentes áreas responsables como ingenieros civiles. Se procesó un total de 52 cuestionarios,
obteniéndose un registro de riesgos preliminar de identificación con un total de 26 riesgos definidos
con la metodología SMART. Con el registro de riesgos ya definido, se procedió con el análisis
cualitativo, para este proceso es necesario determinar la probabilidad de ocurrencia e impacto de
cada riesgo, las escalas cualitativas y sus puntajes para probabilidad e impacto. Finalmente se
realizó el análisis cuantitativo, el cual necesita como datos de entrada los tipos de distribución de
probabilidad de los impactos de cada riesgo y el uso de un software de análisis de riesgos, para el
caso de esta investigación se usó el software Primavera Risk Analysis.
Los resultados obtenidos detallan la variación de la simulación, aplicando una buena praxis
de gestión de riesgos, sin aplicar respuestas, con respecto al real ejecutado, obteniendo unas
variaciones en tiempo de 24.6445%, 55.1237% y -13.9053% y en costo de 52.8762%, 53.5957%
y 65.7041% para cada obra respectivamente. The main objective of this research is to compare the cost and execution time of works to
improve vehicular and pedestrian traffic, executed and liquidated by the District Municipality of
San Sebastián del Cusco, with the cost and time obtained from the quantitative risk analysis using
the PMBOK guide sixth edition, with a reliability level of 90%; in order to verify that with a good
risk management the real behavior of a work can be foreseen, therefore, the possibility of proposing
response actions that avoid or mitigate the impact of the risks.
All the necessary information of 3 Works was collected, this information served as a basis
for the identification of risks that affect this type of works, obtaining a total of 43 risks, which were
submitted to an expert judgment through the application of a questionnaire. The data obtained from
the questionnaires were processed using the “Linear Opinion Combination” method, for which a
weight was given to each questionnaire using the “Analytical Hierarchy Process (AHP)” and the
Saaty scale, based on the years of experience of each respondent in the different areas responsible
as civil engineers. A total of 52 questionnaires were processed, obtaining a preliminary
identification risk register with a total of 26 risks defined with the SMART methodology. With the
risk register already defined, the qualitative analysis was carried out, for this process it is necessary
to determine the probability of occurrence and impact of each risk, the qualitative scales and their
scores for probability and impact. Finally, the quantitative analysis was carried out, which requires
as input data the types of probability distribution of the impacts of each risk and the use of a risk
analysis software, for the case of this investigation the Primavera Risk Analysis software was used.
The results obtained detail the variation of the simulation, applying a good risk management
practice, without applying answers, with respect to the real executed, obtaining variations in time
of 24.6445%, 55.1237% and -13.9053% and in cost of 52.8762%, 53.5957% and 65.7041% for
each work respectively.
