Abstract

Transferencia de Obras Públicas Sociales al Sector Educación y Efecto en el Estado de Situación Financiera de la Municipalidad Provincial de La Convención periodo 2015-2016, El desarrollo de la ciencia y tecnología a nivel mundial ha impulsado los asombroso cambios y avances en distintas áreas de la informática en especial en contabilidad que han contribuido con las obras publicas de manera directa eso se debe a un aporte económico que recibe el gobierno de turno al que se le llama canon gasífero, estos se reparten a los Gobierno Locales como es el caso de la Municipalidad Provincial de La Convención, por ser dueño de un gas natural recibe también un sobre canon y regalías esta revolución de conocimientos genera la posibilidad de generar y mejorar la calidad de vida, depende cada vez más de la capacidad del gobierno de turno para incorporar, adaptar, utilizar la tecnología Los Gobiernos Locales en la convención reciben financiamiento del Gobierno Central para sus inversiones en obras públicas de manera directa una vez concluida dicha obra se realiza la transferencia previa liquidación técnica y financiera, en este caso el beneficiario es la UGEL, por ultimo este trabajo provee evidencia de que algunas transferencias no cumplen sus objetivos explícitos Espero que este trabajo de investigación desarrollada sirva para optar el grado de Contador Público de nuestra alma mater ”Andina” toda ves aplicada a la problemática de una metodología trascendental de las obras públicas que contribuyan en forma efectiva con el crecimiento sostenido en la Provincia de La Convención, y con ello generar una mejor calidad de vida de la población.

The vertiginous development of science and the technology at world-wide level, have impelled the amazing changes and advances in the computer science areas and telecommunications that have contributed unfailingly with the internationalization of the markets, to such point, that we are next to globalizated of them and therefore to the globalization of the economies. Also, we have not finished leaving the “digital revolution“ and already we are in the middle of the “revolution of the knowledge“, where the possibility of creating wealth and of improving the quality of society life that depends more and more on the capacity to generate, to incorporate, to adapt, to use and to disperse scientific and technological knowledge. This paper estimates the effect of the mayor’s political coalition on the grants thatthe Chilean municipalities receive from the central government to finance public goods. I employ a regression discontinuity design using the mayor’s election as a treatment variable, which implies that the coalition that wins is essentially randomized among elections decided by a narrow margin. The results shows that a municipality with the same political coalition of the central government receive between 1.5-3.8 times the amounts that receive municipalities that aren’t related to the central government. The effect holds even after the change of coalition on the central government, but with a less magnitude. Also, I find that the results don’t affect the effort of the municipalities to collect money from the taxpayer. Furthermore, this work provides evidence that the grants don’t accomplish their main objectives that mandate provision public goods in the poorer sectors. I hope that this developed thesis to choose the degree of Teacher in Enterprise Technological management, applied to the problematic that I have experimented professionally as work executor and consultant of public works, contribute in effective form to the maintained growth of the country and to the generation of one better quality of life of the Peruvian population and conservation of the environment.
