Recaudación del arbitrio de serenazgo, gastos y costos de inversión de seguridad ciudadana en la Municipalidad distrital de Wanchaq periodo 2015.

Abstract

La presente investigación se efectuó con el propósito de identificar las necesidades sociales y la escala de prioridades en la situación de la recaudación del arbitrio de seguridad ciudadana, sus gastos y costos de inversión, a partir del análisis presupuestal del gasto de la Municipalidad Distrital de Wanchaq.

El estudio tiene como objetivo general de determinar la situación de la recaudación del arbitrio de serenazgo de los gastos y costos de inversión por el servicio de seguridad ciudadana de la Municipalidad Distrital de Wanchaq.

También tiene como objetivos secundarios conocer la manera en que las necesidades sociales se definen en qué nivel de recaudación de los arbitrios de serenazgo y la forma en que se establece la escala de prioridades del gasto e inversión del presupuesto por funciones del área de división de seguridad ciudadana de la Municipalidad Distrital de Wanchaq.

El estudio comprende a última gestión municipal 2015, se aplicó la investigación descriptiva. Para el análisis de las variables de estudio se ha obtenido información sobre la recaudación del arbitrio y la ejecución presupuestal de gasto; se ha revisado la normatividad vigente sobre recaudación de ingresos, ejecución del presupuesto.

El análisis se efectuó de acuerdo a los indicadores de las variables propuestas, cuyos resultados se muestran en tabas y gráficos. Los resultados alcanzados en el análisis de las variables de la hipótesis general, muestran que la recaudación de arbitrios, los gastos y costos de inversión en la Municipalidad Distrital de Wanchaq, se definen por la falta de información a los contribuyentes, y la ejecución de los gastos por no cubrir el monto presupuestado al 100%.

The present investigation was carried out with the purpose of identifying the social needs and the scale of priorities in the situation of the collection of the citizen security arbitration, its expenses and investment costs, from the budgetary analysis of the expenses of the Municipality of Wanchaq .

The study has as general objective to determine the situation of the collection of the serenazgo arbitrage of the expenses and costs of investment by the citizen security service of the Municipality District of Wanchaq.

It also has secondary objectives to know how social needs are defined in what level of collection of the serenazgo arbitrage and the way in which the scale of priorities of the expenditure and investment of the budget by functions of the area of division of security a citizen of the Wanchaq District Municipality.

The study comprises the last municipal management 2015, descriptive research was applied. For the analysis of the study variables, information has been obtained on the collection of the arbitrage and the budgetary execution of expenditure; the current legislation on revenue collection and budget execution has been reviewed. The analysis was performed according to the indicators of the proposed variables, whose results are shown in tabs and graphs. The results obtained in the analysis of the variables of the general hypothesis show that the collection of taxes, expenses and investment costs in the District Municipality of Wanchaq are defined by the lack of information to the taxpayers and the execution of the Expenses for not covering the budgeted amount to 100%.
