Responsabilidad civil de los gobernadores regionales de Madre de Dios ante el incumplimiento de sus planes operativos institucionales período 2015-2022

Abstract

La presente investigación, se basa en recolectar información a fin de poder contrastar la incertidumbre o malestar al cual es sometido la sociedad, ante el desarrollo inadecuado de los fondos públicos del estado, tal es el caso primordial en la ejecución de obras que deben beneficiar a la población, sin embargo, muchas de estas son abandonados o retrasadas injustificadamente, mismas que con el pasar del tiempo genera en la población desconfianza en sus futuras autoridades. Es así que, se pretende a través de la normativa vigente probar la existencia de una responsabilidad civil de estos malos funcionarios, que mediante un actuar negligente o poco oficio de su parte, permiten que las obras destinadas para mejorar o brindar una mejor forma de vida, se vea truncada al generar falsas expectativas en la sociedad, sin ser estos sancionados de ninguna forma, ya sea administrativamente o civilmente, por lo que al desarrollar el análisis de algunas de las obras, se podrá demostrar que el actuar de estos gobernadores regionales no fue el más adecuado con la sociedad, en consecuencia deberían ser sancionados.

This research is based on collecting information in order to contrast the uncertainty or discomfort to which the society is subjected to the inadequate development of public funds of the state, such is the primary case in the execution of works that should benefit the population, however, many of these are abandoned or delayed unjustifiably, same that with the passage of time generates in the population distrust in their future authorities. Thus, we intend to prove the existence of a civil responsibility of these bad officials through the current regulations, who through negligent actions or little office on their part, allow the works intended to improve or provide a better way of life, to be truncated by generating false expectations in society, without being sanctioned in any way, either administratively or civilly, so that by developing the analysis of some of the works, it can be shown that the actions of these regional governors were not the most appropriate with society, consequently they should be punished.
