Ejecución de los gastos del Seguro Integral de Salud en el Hospital Alfredo Callo Rodríguez de Sicuani-Canchis, periodos 2019-2021

El presente trabajo de investigación tiene como objetivo principal analizar la
ejecución de los gastos del Seguro Integral de Salud en el Hospital Alfredo Callo Rodríguez
de Sicuani-Canchis, periodos 2019-2021, en cuyo método se determina que tiene alcance
descriptivo, con diseño no experimental y su población es la misma que su muestra, estando
constituida por 6 documentos en los cuales se registran los recursos transferidos del Seguro
Integral de Salud en el Hospital Alfredo Callo Rodríguez, de los cuales 3 son los registros
de la ejecución presupuestaria del SIAF- RP Sistema Integral de Administración Financiera
de los Recursos Públicos y 3 son los reportes denominados “Certificación vs Marco
Presupuestal” de los periodos 2019, 2020 y 2021 respectivamente, así mismo se concluye
que analizando la ejecución de los gastos del Seguro Integral de Salud en el Hospital Alfredo
Callo Rodríguez de Sicuani-Canchis de los periodos 2019, 2020 y 2021, el nivel de
presupuesto total asignado ha ido incrementándose, pero la ejecución ha ido disminuyendo
por lo que no se puede garantizar el cumplimiento de los objetivos asignados para solventar
los gastos del Seguro Integral de Salud de los cuales para el 2019 el presupuesto ejecutado
es de un 96.43%, para el 2020 un 93.45% y los gastos ejecutados para el 2021 llegan a un
87.51% habiendo una disminución notable a pesar del aumento de necesidades del Hospital
(figura 2); por otra parte, en los gastos de reposición los gastos de primer orden se han
reducido del periodo 2019 al 2021 en especial la adquisición de medicamentos, mientras que
los gastos de segundo orden por el contrario fueron incrementándose cada periodo; por otra
parte, los gastos de gestión se pudo observar que los gastos incurridos para implementar las
actividades del SIS Seguro Integral de Salud disminuyeron hasta llegar a cero y para finalizar
los gastos incurridos en la oficina de seguros para el 2019 y 2021 fueron similares solo para
el 2020 se tuvo un gran incremento (figura 1). The main objective of this research work is to analyze the execution of the

Sicuani-Canchis, periods 2019-2021, in whose method it is determined that it has a
descriptive scope, with a non-experimental design. and as a population and sample it is made
up of 6 documents in which the resources transferred from the Comprehensive Health
Insurance at the Alfredo Callo Rodríguez Hospital are recorded, of which 3 are the SIAF
budget execution records and 3 are the reports called “ Certification vs Budget Framework”
for the periods 2019, 2020 and 2021 respectively, likewise it is concluded that analyzing the
execution of the Comprehensive Health Insurance expenses at the Alfredo Callo Rodríguez
Hospital in Sicuani-Canchis for the periods 2019, 2020 and 2021, the level of the total budget
assigned has been increasing, but the execution has been decreasing, so it is not possible to
guarantee the compliance with the objectives assigned to cover the expenses of the
Comprehensive Health Insurance of which for 2019 the executed budget is 96.43%, for 2020
93.45% and the executed expenses for 2021 reach 87.51%, having a decrease notable despite
the increase in hospital needs (figure 2); On the other hand, in replacement expenses, first-
order expenses have been reduced from the 2019 to 2021 period, especially the acquisition
of medicines, while second-order expenses, on the contrary, increased each period; On the
other hand, in the management expenses, it was observed that the expenses incurred to
implement the SIS activities decreased until they reached ciro and, finally, the expenses
incurred in the insurance office for 2019 and 2021 were similar, only for 2020. a large
increase (figure 1).
