Abstract

que regula el plástico de un solo uso y los recipientes o envases descartables en la Subgerencia de Gestión Ambiental de Wanchaq eficacia del artículo 3 de la Ley N° 30884, con la finalidad de adoptar acciones de promoción para reducir la utilización de bolsas plásticas y de esta forma fortalecer en la Subgerencia de Gestión ambiental de la Municipalidad. Se trabajo con un enfoque cualitativo, de tipo básico. La unidad de estudio estuvo conformada por la ordenanza municipal expedida por el ente edil y tuvo como participantes a 7 trabajadores de GERESA, a 11 trabajadores de la Subgerencia y 4 las profesionales en derecho, a quienes se les entrevisto. Se concluyó que la totalidad de los entrevistados refieren que la Ley N° 30884 no es eficaz. La Ordenanza Municipal N° 013-2019 refleja cuestiones genéricas en relación a cada actividad correspondiente a los actores sociales que son partícipes de la reducción progresiva del uso de plásticos, asimismo existe la ausencia de acciones específicas vinculadas al rol de supervisión y fiscalización que tiene la entidad.

The research entitled "Effectiveness of Article 3 of Law No. 30884, Law that regulates single- use plastic and disposable containers or packaging in the Wanchaq Environmental Management Sub-Manager's Office - 2021", had the general objective of analyzing the effectiveness of Article 3 of Law No. 30884, with the purpose of adopting promotional actions to reduce the use of plastic bags and thus strengthen the Environmental Management Sub- Manager's Office of the Municipality. We worked with a basic qualitative approach. The unit of study was conformed by the municipal ordinance issued by the municipal entity and had as participants 7 workers of GERESA, 11 workers of the Sub-management and 4 professionals in law, who were interviewed. It was concluded that all of those interviewed said that Law No. 30884 is not effective. The Municipal Ordinance N° 013-2019 reflects generic issues in relation to each activity corresponding to the social actors that are participants in the progressive reduction of the use of plastics, likewise there is an absence of specific actions related to the role of supervision and control that the entity has.
