dc.description.abstract | El Programa de Incentivos a la mejora de la Gestión Municipal (PI) es una
herramienta del Presupuesto por resultados (PpR) que tiene como objetivo mejorar la
calidad de los bienes y servicios locales, así como contribuir en la eficiencia y eficacia de
la ejecución de gasto de las municipalidades, la investigación se realizó en la
Municipalidad Provincial del Cusco (MPC), donde el PI se viene aplicando desde el 2010,
en el año 2014 recibió el bono más alto, sin embargo se observó una insatisfacción por
parte de la población cusqueña, bajo este escenario la investigación buscó analizar la
incidencia del Programa de Incentivos en la eficacia de la mejora de la gestión presupuestal
en la MPC en el periodo 2015-2020. La investigación fue de enfoque cuantitativo, no
experimental y alcance descriptivo-correlacional, para el análisis la población considerada
fueron las 33 Categorías Presupuestales relacionadas al PI con un muestreo no-
probabilístico, para el procesamiento de datos se utilizó Correlación de Pearson con índice
de confiabilidad del 95%. Los resultados principales fueron que la MPC fue muy eficaz
respecto a la recaudación de Ingresos con IEI(PIM) de 0.99, en cuanto a la ejecución de
gasto se observa que la MPC fue ineficaz con un promedio de IEG(PIM) de 0.80. La MPC
no alcanzó los resultados planteados por el PI, ya que solo tuvo un cumplimiento de metas
del 80% y una ejecución presupuestaria del 72%. Así mismo de acuerdo a la prueba
estadística se obtuvo que la incidencia del PI en la gestión presupuestaria es positiva,
considerable y significativa, puesto que se obtuvieron una “correlación de Pearson” del
80.2%, es decir a mayor cumplimiento de metas del PI mayor eficacia en la gestión
presupuestaria de la MPC. | es_PE |
dc.description.abstract | The Incentive Program for the improvement of Municipal Management (PI) is a
tool of the Budget for Results that aims to improve the quality of local goods and services,
as well as contribute to the efficiency and effectiveness of the execution of expenditure of
the municipalities, the investigation was carried out in the Provincial Municipality of Cusco
(MPC), where the PI has been applied since 2010, in 2014 it received the highest bonus,
however, dissatisfaction was observed on the part of the population Cusco, under this
scenario the research sought to analyze the impact of the Incentive Program on the
effectiveness of improving budget management in the MPC in the period 2015-2020. The
