dc.description.abstractEl origen de esta problemática, se da en la actividad minera aluvial, tanto informal e ilegal, como se ha expresado esta actividad tiene un peso importante en el PBI Regional por encima del 46%. En cuanto a los costos de operación en este tipo de actividades igualmente tiene un alto componente dependiendo del tipo de tecnología sin embargo en promedio bordea el 42% el rubro de combustible y las estadísticas demuestran que el consumo de combustible ha tenido una tendencia creciente en la última década hasta antes del año 2014. La intervención del Gobierno central, en esta actividad se inicia a partir del año 2010 con la dación del DU No 012-2010 Declaran de interés nacional el ordenamiento minero en el departamento de Madre de Dios, el cual se acentúa en el año 2012 con la delegación al poder ejecutivo de facultades mediante Ley No 29815, el cual origina la expedición del Decreto Legislativo entre ellos Decreto Legislativo No 1103 que establece medidas de control y fiscalización en la distribución y comercialización de insumos químicos que puedan ser utilizados en la minería ilegal, el cual llega a su punto crítico entre el año 2014 y 2015, en cuanto al recorte y reducción drástica de las cuotas de combustible a los centros de expendio al público, fundamentalmente en las jurisdicciones distritales donde la actividad minera es intensa (Huepetuhe, Inambari, Madre de Dios y Laberinto) problemática que es abordado en el presente trabajo de investigación. Después de la investigación realizada se ha determinado que el problema principal es el impacto que ocasionó la dación de las normas de control y fiscalización de insumos químicos en las actividades de comercialización de combustible de Puerto Maldonado.es_PE
dc.description.abstractThe origin of this problem is given in both informal and illegal alluvial mining activity, as expressed this activity has a significant weight in the Regional GDP above 46%. As for operating costs in this type of activity also has a high component depending on the type of technology but on average borders the 42% the area of fuel and statistics show that fuel consumption has been a growing trend in the last decade up until 2014.
