Presupuesto y obras públicas en la municipalidad distrital de Chinchero, Urubamba, Cusco, 2020-2021.

Abstract

El propósito de este estudio es promover la transparencia de la gestión pública, facilitando la lectura e interpretación de la información concerniente al presupuesto y las obras públicas a cargo de la Municipalidad Distrital de Chinchero. Teniendo como objetivo general, determinar la relación entre el presupuesto y las obras públicas en la Municipalidad Distrital de Chinchero durante los años 2020-2021. Para lograrlo, empleamos un enfoque correlacional con un diseño de investigación cuantitativo y no experimental. La población objetivo incluye 26 obras públicas ejecutadas durante el periodo en cuestión, así como los 126 trabajadores de la municipalidad. La muestra consta de 10 obras y 18 servidores públicos relacionados con la administración del presupuesta y la ejecución de obras públicas. Esta investigación hace uso de técnicas de revisión documental y encuestas, incluyendo así, cuestionarios y fichas de revisión documentaria. Según los resultados, se presentó una correlación significativa entre el presupuesto público asignado y el nivel de ejecución de obras públicas en la Municipalidad Distrital de Chinchero, Urubamba, Cusco durante los años 2020 y 2021. Dando a entender que, un mayor presupuesto se refleja en un mayor nivel de obras públicas y viceversa. Por otro lado, se observa la existencia de 13 obras públicas que no están destinadas al cierre de brechas en infraestructura. Finalmente, se destaca la importancia del presupuesto en la realización y culminación de construcciones públicas.

The purpose of this study is to promote transparency in public management, facilitating the reading and interpretation of information regarding the budget and public works carried out by the District Municipality of Chinchero. With the overall objective of determining the relationship between the budget and public works in the District Municipality of Chinchero during the years 2020-2021. To achieve this, a correlational approach was employed with a quantitative and non- experimental research design. The target population includes 26 public works executed during the specified period, as well as the 126 municipal workers. The sample consists of 10 works and 18 public servants involved in budget administration and the execution of public works. This research utilizes techniques of document review and surveys, including questionnaires and document review sheets. According to the results, a significant correlation was found between the allocated public budget and the level of execution of public works in the District Municipality of Chinchero, Urubamba, Cusco during the years 2020 and 2021. This implies that a higher budget is reflected in a higher level of public works and vice versa. On the other hand, the existence of 13 public works not aimed at closing infrastructure gaps is observed. Finally, the importance of the budget in the realization and completion of public constructions is emphasized.
