dc.description.abstractEl presente trabajo de investigación, tiene por objetivo: Describir los efectos que producen las transferencias fiscales en la recaudación del impuesto predial en la provincia del Cusco periodo 2014 – 2015, así como Hipótesis: Las transferencias fiscales recibidos por los gobiernos locales en la provincia del Cusco, afecta significativamente en la gestión de la recaudación del impuesto predial periodo 2014 – 2015. El estudio tiene el siguiente enfoque: Cuantitativo, descriptivo con diseño no experimental de corte longitudinal (Hernández Sampieri 2014). La población de estudio estuvo conformada por la totalidad de gobiernos locales de la provincia del Cusco, y por ser accesible a ella, entonces la muestra es igual a la población de estudio. Las técnicas de recolección de datos, han sido la recopilación documental, los instrumentos utilizados han sido la ficha de recolección de datos, los datos recogidos durante el trabajo de campo. Las conclusiones evidencian los objetivos planteados en toda investigación es así que; Uno de los principales hallazgos de la investigación, se puede apreciar en la tabla N 5 donde en el año 2015 el monto recepcionado desde el gobierno central por los gobiernos locales de la provincia del Cusco asciende a 45´254,920.25 soles, lo que quiere decir que incrementó la transferencia por concepto de FONCOMUN en comparación a lo recibido en el año 2014, que ha sido de 44´780,611.30 soles. El mismo que representa un aumento del orden del 1.1%. En la tabla N 18 podemos apreciar que los gobiernos locales que recibieron un incremento en las transferencias por concepto de FONCOMUN y que han mejorado la recaudación del impuesto predial del periodo 2014 al 2015 han sido el municipio provincial de Cusco con un incremento del 0.2% asi como también incremento la recaudación del impuesto en un 23.11%, el municipio distrital de San Jerónimo con un incremento del 7.6% así como incrementó la recaudación del impuesto del 27.88%, el municipio distrital de San Sebastián con un incremento presupuestal del 3.3%, de igual forma incrementó la recaudación del impuesto en un 29.69%. Por otro lado se incrementó la transferencia en el municipio distrital de Saylla en un 8.8% así como la recaudación del impuesto en un 35.11%. Lo que demuestra que existe un efecto positivo ya que existiendo un incremento en las transferencias también se mejoró la recaudación del impuesto. Sucede lo contrario en el municipio distrital de Poroy que habiendo un incremento en las transferencias del 7.6% no hubo una mejora en la recaudación del impuesto lo cual refleja una disminución del -18.97%. Los gobiernos locales donde se encontró una reducción en las transferencias tal como se observa en la tabla N 17 han sido el municipio distrital de Santiago con un recorte del -0.7% y se incrementó la recaudación de impuesto del 16.37%, lo mismo ocurre en el municipio distrital de Wanchaq con un recorte del -0.2% pero no refleja un incremento en la recaudación del impuesto ya que disminuyo la recaudación del impuesto en un -2.35%. Es necesario resaltar que existen dos casos excepcionales, situados en la tabla N 16. En el municipio distrital de Poroy que existiendo un incremento de las transferencias por concepto de FONCOMUN del 7.6% en dicho municipio no hubo una mejora en la recaudación del impuesto, y existió descuido por parte de la gestión ya que disminuyo la recaudación del impuesto en un -18.97%. Por otro lado en el municipio distrital de Wanchaq también se redujo la transferencia en un -0.2% disminuyendo así también la recaudación del impuesto en un -2.35%. Lo que demuestra que si existe un efecto entre las transferencias y la recaudación del impuesto predial en estos dos municipios.es_PE
dc.description.abstractThe purpose of this research is to: Describe the effects of fiscal transfers onthe collection of property taxes in the province of Cusco from 2014 to 2015, as well as Hypothesis: Fiscal transfers received by local governments in the province of Cusco, significantly affects the management of the collection of property tax for the period 2014 - 2015. The study has the following approach: Quantitative, descriptive with non experimental longitudinal cut design (Hernández Sampieri 2014). The study population consisted of all local governments in the province of Cusco, and because it is accessible to it, then the sample is equal to the study population. The techniques of data collection, have been the documentary compilation, the instruments used have been the datasheet data collection, data collected during the field work. The conclusions show the objectives of all research is that; One of the main findings of the investigation can be seen in table N 5 where in 2015 the amount received from the central government by the local governments of the province of Cusco amounts to 45.254.920.25 soles, which means that Increased the transfer for FONCOMUN compared to what was received in 2014, which was 44,780,611.30 soles. The contrary happens in the district municipality of Poroy that, with an increase in transfers of 7.6%, there was no improvement in the collection of the tax, which reflects a decrease of -18.97%. Local governments where a reduction in transfers was found, as shown in Table N 17, have been the district municipality of Santiago with a cut of -0.7% and increased tax collection of 16.37%, the same occurs in the District municipality of Wanchaq with a cut of -0.2% but does not reflect an increase in tax collection since it reduced the tax collection by -2.35%. It should be noted that there are two exceptional cases, located in table N 16. In the district municipality of Poroy that there is an increase of transfers by FONCOMUN of 7.6% in that municipality there was no improvement in tax collection, and There was negligence on the part of the management since it reduced the collection of the tax by -18.97%. On the other hand, in the district municipality of Wanchaq, the transfer was also reduced by -0.2%, thus also reducing the tax collection by -2.35%.
