La recaudación del impuesto predial y su incidencia en el programa de Incentivos en la Municipalidad Distrital de San Pablo - Canchis, gestión 2015-2018

Abstract

La presente Investigación intitulada: “La Recaudación del Impuesto Predial y su incidencia en el Programa de Incentivos en la Municipalidad Distrital de San Pablo - Canchis, Gestión 2015-2018”, cuyo planteamiento de problema está orientado a la descripción y análisis de los incentivos para mejorar la recaudación del Impuesto Predial, en vista de que la recaudación de dicho Impuesto es muy deficiente en la Municipalidad distrital de San Pablo Canchis - Cusco. El objetivo es dar a conocer la incidencia que existe entre la recaudación del impuesto predial y el programa de incentivos. El marco teórico comprende profundizar el conocimiento de las variables de estudio como: recaudación del Impuesto predial y programa de incentivos. En cuanto al aspecto metodológico, la investigación presenta el tipo de investigación aplicada y/o, practica, con enfoque cuantitativo, de diseño no experimental y de alcance explicativo. Los resultados de la investigación indican que el 67 % de los trabajadores entrevistados consideran como deficiente las actividades planificadas del programa de incentivos, mientras que el 17 % de los trabajadores la consideran como regular, por otra parte en cuanto a la política actual 42 % de los trabajadores de la municipalidad considera como deficiente para incrementar la recaudación del impuesto predial, en la Municipalidad Distrital de San Pablo - Canchis; el 17 % de los trabajadores la considera como pésima y también el mismo porcentaje de trabajadores la consideran como regular y buena; en donde se demuestra gran deficiencia por parte del personal para que la población se sensibilice. El programa de incentivos influye en la recaudación del impuesto predial en la Municipalidad Distrital de San Pablo-Canchis, gestión 2015-2018, de manera deficiente.

The present Investigation entitled: "The Collection of the Property Tax and its incidence in the Incentive Program in the District Municipality of San Pablo - Canchis, Management 2015- 2018", whose problem statement is oriented to the description and analysis of the incentives for improve the collection of Property Tax, given that the collection of said Tax is very deficient in the District Municipality of San Pablo Canchis Cusco. The objective is to publicize the relationship that exists between property tax collection and the incentive program. The theoretical framework includes deepening the knowledge of the study variables such as: property tax collection and incentive program. Regarding the methodological aspect, the research presents the type of applied and/or practical research, with a quantitative approach, non-experimental design and explanatory scope. The results of the investigation show that 67% of the interviewed workers consider the planned activities of the incentive program deficient, while 17% of the workers consider it regular, on the other hand in terms of the current policy 42% of the workers of the municipality considered as deficient to increase the collection of the property tax, in the District Municipality of San Pablo - Canchis; 17% of the workers consider it terrible and also the same percentage of workers consider it regular and good; where great deficiency on the part of the personnel is demonstrated so that the population is sensitized. The incentive program influences the collection of the property tax in the District Municipality of San Pablo-Canchis, management 2015-2018, in a deficient way.
