Inadecuada implementación de políticas de gestión dentro del proceso del presupuesto participativo ley 28056 en la municipalidad distrital de San Jerónimo, 2019-2020

Abstract

Esta investigación tiene como principal propósito de estudio la “INADECUADA IMPLEMENTACION DE POLITICAS DE GESTION DENTRO DEL PROCESO DEL PRESUPUESTO PARTICIPATIVO LEY 28056 EN LA MUNICIPALIDAD DISTRITAL DE SAN JERONIMO, 2019-2020” En concreto, la investigación que presentamos se direcciona hacia la finalidad de establecer mejoras en dicho proceso y también para fortalecer la participación ciudadana distrital, con ello se sienta las bases para atender las demandas insatisfechas de la población. De este modo, todo el planteamiento y desarrollo de esta tesis de investigación se fundamentó en una interrogante ¿Cómo afecta la inadecuada implementación de políticas de gestión dentro del proceso del presupuesto participativo ley 28056 en la Municipalidad Distrital de San Jerónimo, 2019-2020?, como objetivo general se planteó Demostrar y explicar cómo afecta la inadecuada implementación de políticas de gestión dentro del presupuesto participativo ley 28056 en la Municipalidad Distrital de San Jerónimo, 2019-2020. Se tuvo como parte de la metodología un diseño transversal descriptivo son considerando como muestra de estudio a 06 trabajadores conocedores y especialistas en temas de presupuesto participativo de la Municipalidad Distrital de San Jerónimo, logrando tener como conclusión principal: 1. Las políticas de gestión tienen una determinada finalidad de establecer funciones y coordinaciones dentro del proceso de presupuesto establecido, por lo que, en base a lo detallado, se pudo determinar que existe una falta de políticas de gestión respecto a las líneas de acción en un plano de modernidad, concerniente al presupuesto participativo por parte de la Municipalidad Distrital de San Jerónimo.

This research has as its main purpose of study the "INADUE IMPLEMENTATION OF MANAGEMENT POLICIES WITHIN THE PROCESS OF THE PARTICIPATORY BUDGET LAW 28056 IN THE DISTRICT MUNICIPALITY OF SAN JERONIMO, 2019- 2020" Specifically, the research that we present is directed towards the purpose of establishing improvements in said process and also to strengthen district citizen participation, thereby laying the foundations to meet the unsatisfied demands of the population. In this way, the entire approach and development of this research thesis was based on a question: How does the inadequate implementation of management policies affect the process of the participatory budget law 28056 in the District Municipality of San Jerónimo, 2019-2020? The general objective was to demonstrate and explain how it affects the inadequate implementation of management policies within the participatory budget law 28056 in the District Municipality of San Jerónimo, 2019-2020. A cross-sectional descriptive design was used as part of the methodology, considering as a study sample 06 knowledgeable workers and specialists in participatory budgeting issues of the District Municipality of San Jerónimo, achieving the main conclusion: 1. Management policies have a determined purpose of establishing functions and coordination within the established budget process, so, based on the details, it was possible to determine that there is a lack of management policies regarding the lines of action in a modernity plan, concerning the budget participatory by the District Municipality of San Jerónimo.
