El entorno empresarial y la rentabilidad de la Cooperativa de Transporte Urbano Ttio la Florida Cusco, Período 2018

Abstract

La situación problemática tienen su origen en la identificación y análisis del entorno empresarial de la Cooperativa de Transportes Ttio La Florida el mismo que condiciona la prestación y operatividad del servicio de transporte urbano en la ciudad del Cusco , buscando identificarla a partir del entorno general y específico en una situación sui-generis y a pesar de los múltiples cuestionamientos, ineficiencias e inequidades que presenta este servicio público, en la necesidad de lograr su formalización y mejorar las condiciones de calidad; en este contexto el objetivo fue describir el entorno empresarial general y específico que han permitido la continuidad y sostenibilidad del servicio en el tiempo; se trata de una investigación de tipo básica, de alcance descriptivo de enfoque cuantitativo y diseño no experimental realizado sobre la población de socios -propietarios afiliados a la cooperativa de transporte Ttio la Florida en número de veintisiete; se concluye que el entorno general y específico han generado que la empresa cooperativa no cumpla con una organización de esta naturaleza bajo los principios que la constituyen razón por la cual se generan las condiciones para que el sistema se desarrolle en niveles alarmantes de informalidad basado en la afiliación de unidades y la explotación del servicio concesionado, en el cual las autoridades competentes han renunciado a sus labores de fiscalización y control; el servicio genera rentabilidad en cuanto no incurre en los costos que la formalidad exige, sobre todo la de carácter laboral y tributarios.

The problematic situation has its origin in the identification of the operational conditions of the urban transport service in the city of Cusco, in the search to describe which are the conditions of the environment that allow its existence and development in a sui-generis situation despite of the multiple questions and proposals implemented in the search to achieve its formalization and improve quality conditions; In this context, the objective was to describe the general and specific business environment that allowed identifying the conditions that make it sustainable over time, simultaneously describing the business reality versus the profitability sought by its participants, taking for this purpose a case study having as a unit of analysis to the Ttio la Florida Urban Transportation Cooperative, in the 2018 period; This is a basic type research, with a descriptive scope of quantitative approach and non-experimental design carried out on the population of members -owners affiliated to the Ttio la Florida transport cooperative in number of twenty-seven; It is concluded that the general and specific environment have created conditions for the system to develop at alarming levels of informality based on the affiliation of units and the exploitation of the concessioned service, in which the competent authorities have renounced their inspection and control tasks ; The service exists because the conditions of profitability arising from non-compliance with labor and tax obligations exist, the values of which are not part of the contribution to the state are reabsorbed in part by the service operators and in a significant amount when they stop paying they are diluted in the ignorance of the rights of the workers, the latter being the harmed sector, being the final price of the informality of the service.
