dc.description.abstractEl presente trabajo de investigación presenta enfoques sociales y jurídicos, el derecho al trabajo es un derecho constitucional que posibilita a todos participar activamente en sociedad; es ahí que el Estado a través de sus políticas públicas debe de buscar insertar laboralmente a toda la población, más aún al grupo vulnerable que son las personas con discapacidad; cumpliendo y haciendo efectiva la Ley General de la Persona con Discapacidad (Ley N°29973). Realizaremos el respectivo análisis de estas políticas de inserción laboral a personas con discapacidad brindadas por el Estado y evaluaremos de esa manera su efectividad y cumplimiento, este análisis será realizado en la Municipalidad Provincial del Cusco. Se ejecutó un estudio bibliográfico y el análisis de entrevistas que van dirigidas a profesionales y especialistas de diferentes ramas en correlación al fondo en cuestión. Se utilizó como instrumentos la ficha de análisis documental y la ficha de análisis de entrevista. Los resultados demuestran que existen barreras políticas, económicas y sociales que obstaculizan la inserción laboral de las personas con discapacidad. La tutela del derecho al trabajo debe de ser garantizado a través de acciones concretas de control que ejercen los poderes públicos, las cuales corresponden ser, normas especializadas, dispositivos de fiscalización y vigilancia, programas y proyectos. A manera de conclusión, debemos de ver el derecho al trabajo como un derecho multiplicador, el cual es de vital importancia para el grupo de la población con discapacidad, ya que les permite acceder a diferentes oportunidades, generar independencia y como consecuencia de ello poder desarrollarse libremente con un proyecto de vida.es_PE
dc.description.abstractThis research work presents social and legal approaches, the right to work is a constitutional right that enables everyone to actively participate in society; It is there that the State, through its public policies, must seek to insert the entire population into the workforce, even more so the vulnerable group that are people with disabilities; complying with and making effective the General Law for Persons with Disabilities (Law No. 29973). We will carry out the respective analysis of these labor insertion policies for people with disabilities provided by the State and thus evaluate their effectiveness and compliance. This analysis will be carried out in the Provincial Municipality of Cusco. A bibliographical study and the analysis of interviews that are directed to professionals and specialists from different branches in correlation to the background in question were carried out. The documentary analysis sheet and the interview analysis sheet were used as instruments. The results show that there are political, economic and social barriers that hinder the employment of people with disabilities. The protection of the right to work must be guaranteed through actions specific measures of control exercised by the public authorities, which correspond to specialized regulations, control and surveillance devices, programs and projects. In conclusion, we must see the right to work as a multiplier right, which is of vital importance for the group of the population with disabilities, since it allows them to access different opportunities, generate independence and, as a consequence, be able to develop. freely with a life project.en_US
