Medidas preventivas de bioseguridad y operatividad adoptadas para fortalecer los sistemas de vigilancia y contención y respuesta a fin de proteger el derecho fundamental de la salud frente al riesgo de contagio del COVID 19 en la Municipalidad Provincial de Cotabambas - Tambobamba periodo marzo setiembre de 2020

En nuestra realidad, normativamente, no se veía que el COVID-19, haya desarrolladoalguna normativa vinculada a los aspectos que actualmente se norman, regulan,protocolizan, o se nos dan a entender como lineamientos, todo aquello que se necesitan;tales como: tratamiento de la bioseguridad y operatividad, formas detalladas delogística y comercialización, distanciamiento y otras prohibiciones, y en menor grado, lassanciones por su incumplimiento; como se suponía, ha recaído en las municipalidades laafectación de la fiscalización de la operatividad de toda esta novísima normativa debidoque la misma y en “condiciones normales”, ya fue de ser competente y funcional en laespecífica de los municipios de conformidad con lo normado en la propia norma Orgánicade Municipalidades.
Asimismo, se ha determinado que en la Municipalidad de Cotabambas – Tambobamba,se busca las medidas necesarias de operatividad a fin de proteger el derecho fundamentalde la Salud en los trabajadores municipales, y su naturaleza jurídica, para gozar en unestado físico y mental adecuado que permita estar en un ambiente laboral adecuado.
Por ello, se ha utilizado un tipo de investigación descriptiva, un nivel de investigaciónbásica, y un enfoque de investigación cualitativo, utilizándose para los resultados, lasentrevistas realizadas en la Municipalidad Provincial de Cotabambas – Tambobamba alpersonal municipal. In our reality, normatively, it was not seen that COVID-19 had developed any regulations
linked to the aspects that are currently regulated, regulated, protocolized, or given to us
as guidelines, everything that is needed; such as: treatment of biosecurity and operability,
detailed forms of logistics and commercialization, distancing and other prohibitions, and
to a lesser degree, sanctions for non-compliance; As it was supposed, the municipalities
have been affected by the control of the operation of all this newest regulation due to the
fact that the same and under “normal conditions“, were already competent and functional
in the specific of the municipalities in accordance with the regulated in the own Organic
regulation of Municipalities.
Likewise, it has been determined that in the Municipality of Cotabambas - Tambobamba,
the necessary operational measures are sought in order to protect the fundamental right to
Health in municipal workers, and their legal nature, to enjoy them in an adequate physical
and mental state that allows to be in a suitable work environment.
For this reason, a type of descriptive research, a basic research level, and a qualitative
research approach have been used, using the interviews carried out in the Provincial
Municipality of Cotabambas - Tambobamba with municipal staff for the results.
