dc.description.abstractLa extracción de recursos naturales es una actividad económicamente importante en el Sur del Perú; sin embargo, el conflicto originado por la minería puede generar pérdidas materiales y humanas inconmensurables. La investigación examina el efecto que tienen los precios internacionales de commodities en el conflicto minero, así como las razones por las que se genera movilización social y conflicto en la región Sur del Perú. Se utiliza información del Banco Mundial y la Defensoría del Pueblo para identificar tres tipos de conflicto: Conflicto por polución ambiental, por rechazo al sector minero y por demandas de beneficios al sector minero, y se utiliza el estimador de efectos fijos de doble vía para identificar el impacto de los precios en el conflicto minero. Los resultados indican que un incremento de los precios de commodities internacionales genera un mayor conflicto minero vinculado a la polución ambiental, incrementando el conflicto hasta en un 53%. También se identifican dos mecanismos por los que se genera mayor conflicto minero. Primero, las minas con un alto grado de contaminación como las de estaño y oro generan mayor probabilidad de conflicto minero, generando un incremento del conflicto social de 18%. Segundo, los gobiernos locales no utilizan el Canon Minero de forma eficiente para aplacar las huelgas y protestas de las comunidades ante la degradación ambiental de su territorio.es_PE
dc.description.abstractThe extraction of natural resources is an economically important activity in the South of Peru; however, the conflict caused by mining can generate immeasurable material and human losses. This research examines the effect that international prices of minerals have on mining conflict, as well as the reasons why social mobilization and conflict generates in the southern region of Peru. We use information from the World Bank and the Defensoría del Pueblo to identify three types of conflict: Conflict due to environmental pollution, rejection of the mining sector and claims of benefits to the mining sector. We use the two-way fixed effects estimator to identify the impact of prices on the mining conflict. The results indicate that an increase in the prices of international products generate mining conflict associated with environmental pollution, increasing the conflict by up to 53%. Two mechanisms by which the greatest mining conflict is generated are also identified. First, mines with a high degree of contamination such as contaminating tin and gold pollutants have a greater probability of mining conflict, generating an increase in social conflict of 18%.. Second, local governments do not use the Mining Canon in an efficient way to appease the strikes and protests of the communities in the face of the environmental degradation of their territory.
