La gestión pública, en los proyectos de inversión inconclusos y los derechos humanos (caso Hospital Antonio Lorena de Cusco, periodo 2014-2018)

Abstract

En la presente investigación titulada: “LA GESTIÓN PÚBLICA, EN LOS PROYECTOS DE INVERSIÓN INCONCLUSOS Y LOS DERECHOS HUMANOS (Caso Hospital Antonio Lorena de Cusco, periodo 2014-2018)”; tiene por objetivo general analizar de qué manera la Gestión Pública en la ejecución de proyectos públicos inconclusos influyen en la transgresión de los derechos humanos.

En esta investigación se analizó la gestión pública en el Perú donde se evidenció su lado más endeble frente a todos los actos de corrupción que se viene revelando; manifestando la incapacidad y falta de ética de los funcionarios y servidores públicos, acciones que se concretan por una mala gestión, como es el caso del sistema de salud pública que tiene muchas deficiencias a nivel estructural y funcional afectando principalmente a los sectores más vulnerables de la población. El tipo de investigación es socio-jurídico, de nivel Correlacional y enfoque mixto; las técnicas utilizadas para la recolección de datos fueron la observación, entrevista y encuesta, donde el 89% de 200 encuestados afirma que la paralización de la construcción del Hospital Antonio Lorena afecta sus derechos.

In this research entitled: “LA GESTIÓN PÚBLICA, EN LOS PROYECTOS DE INVERSIÓN INCONCLUSOS Y LOS DERECHOS HUMANOS (Caso Hospital Antonio Lorena de Cusco, periodo 2014-2018)”; it is generally aimed at analyzing how Public Management in the implementation of unfinished public projects that influence the transgression of human right.

This investigation analyzed public management in Peru where its most weak was evident against all the acts of corruption that have been revealed; manifesting the inability and less of civil servants and public servants, actions that are realized by miss management, as is the case of the public health system that has many structural and functional deficiencies affecting mainly the most vulnerable sectors of the population. The type of research is socio-legal, correlational level and mixed approach; the techniques used for data collection were observation, interview and survey, where 89% of 200 respondents say that the halting of the construction of Antonio Lorena Hospital affects their rights.
