dc.description.abstract | El siguiente trabajo de investigación denominado “DETERMINANTES DE LA
DESIGUALDAD ECONÓMICA Y SU IMPACTO EN EL BIENESTAR SOCIAL EN
LA POBLACIÓN DE LA REGIÓN DEL CUSCO, 2008 - 2017”, se realizó con la
finalidad de presentar y analizar uno de los temas más importantes y relevantes en nuestra
ciudad y en el país durante los últimos años, y se ha visto que en muchos gobiernos han
luchado a favor de disminuir los índices de pobreza y por consecuencia mejorar las
condiciones de vida en las personas, así optimizar los niveles de desigualdad económica que
existen en la ciudad, ya sea por medio de los programas sociales, mejora en el sistema
educativo, empleabilidad y los desniveles de ingreso que involucran directamente en el
desarrollo y bienestar de la población, es por ello que el objetivo de la investigación es
determinar los factores de la desigualdad económica y su impacto en el bienestar social en
la población de la región Cusco, en el periodo 2008 – 2017, en función al nivel de ingreso,
educación y empleo.
La región del Cusco está constituido por trece provincias, con gran diversidad de
territorio y realidades sin embargo la desigualdad en nuestra región es uno de los temas más
marcados, empero la medida exacta de desigualdad económica solo fue marcada por el nivel
de ingresos y que esto involucraba a mejorar los índices de bienestar y por consecuencia los
niveles sociales descrita por el Índice de Desarrollo Humano (IDH), sin embargo para luchar
contra los niveles de desigualdad no es suficiente integrar solo el nivel de ingreso en las
familias sino también involucrar dentro de la medida, variables como educación, salud y
empleo digno.
De acuerdo al Instituto Nacional de Estadística e Informática (INEI) y la Encuesta
Nacional de Hogares (ENAHO), la región del Cusco ha presentado diferentes desniveles
dentro de los sectores de educación ya sea por las diversas edades, sexos y sectores, en principal entre las provincias altas de la región. Otro de los índices relevantes en la
investigación es el análisis del nivel de pobreza donde el Cusco alcanzo en el año 2017 el
25.1% y de pobreza extrema el 3.2%, índices que se mantuvieron casi constantes en los 5
últimos años. Por otro lado, las tendencias actuales que se vienen produciendo en la región
del Cusco nos siguen mostrando que los niveles de desigualdad y pobreza siguen creciendo
consecutivamente porque no existe un mejor impulso del gobierno para proyectar estrategias
donde se mejore y promueva los sectores más importantes de desarrollo de la población,
priorizando al sector más pobre y vulnerable desde el impulso de invertir en educación,
salud, empleo para que posteriormente este grupo tenga las herramientas para crecer,
desarrollarse y generar mejores niveles en el bienestar desde un punto de vista de la igualdad
en el acceso en los sectores fundamentales, sin embargo Joseph Stiglitz (2012), consideraba
algo importante dentro de la economía del goteo donde de arriba hacia abajo no trabaja
adecuadamente para toda la población y es por ello que se debería reflexionar en que los
gobiernos en la actualidad empiecen a aplicar esta teoría económica de abajo hacia arriba
donde se prioriza a la población antes que a las grandes empresas brindándoles herramientas
de desarrollo y aprendizaje para generar poblaciones sostenibles y que contribuyan a la
economía del país, priorizando a las personas, sus talentos o capital humano tal como lo
refiere la Organización de las Naciones Unidas (ONU), CEPAL y bajo indicadores
importantes que miden la desigualdad en sectores económicos y sociales como son trabajan
en el índice de Theil.
Bajo ese enfoque la investigación es de tipo aplicativo con enfoque cuantitativo de
alcance descriptiva – correlacional y de método hipotético - deductivo en un periodo de diez
años de data histórica, periodo 2008-2017. Donde se concluyó que se acepta las hipótesis
planteadas donde refiere que la desigualdad económica influye en el bienestar social de la
población en la región Cusco, ya que mediante nuestros resultados concluimos que renta per cápita y años de estudio incide de forma inversa sobre la pobreza, es decir que posee un
efecto inverso al incrementarse los índices de pobreza, a diferencia del indicador tasa de
desempleo que incide de forma directa con la pobreza como variable de bienestar social por
lo que se puede ver que a medida que aumenta la pobreza, la renta per cápita y el promedio
de años de estudio disminuyen significativamente y el desempleo tiende a incrementarse,
disminuyendo el nivel de bienestar en la población. | es_PE |
dc.description.abstract | The following research work called “DETERMINANTS OF ECONOMIC
INEQUALITY AND ITS IMPACT ON SOCIAL WELFARE IN THE POPULATION OF
THE CUSCO REGION, 2008 - 2017“, was carried out with the purpose of presenting and
analyzing one of the most important and relevant issues in our city and in the country during
the last years, and it has been seen that in many governments they have fought in favor of
decreasing the poverty indexes and consequently improving people's living conditions, Thus
optimizing the levels of economic inequality that exist in the city, either through social
programs, improvement in the educational system, employability and the income disparities
that directly involve the development and welfare of the population, which is why the
objective of the research is to determine the factors of economic inequality and its impact
on social welfare in the population of the Cusco region, in the period 2008 - 2017, according
to the level of income, education and employment.
The region of Cusco is made up of thirteen provinces, with great diversity of territory
and realities. However, inequality in our region is one of the most marked issues; however,
the exact measure of economic inequality was only marked by the level of income and that
this involved improving the indices of well-being and consequently the social levels
described by the Human Development Index (IDH).
According to the National Institute of Statistics and Information (INEI) and the
National Survey of Homes (ENAHO), the Cusco region has presented different levels within
the education sectors, either by age, sex or sector, mainly among the higher provinces of the
region. Another relevant index in the research is the analysis of the level of poverty where
Cusco reached 25.1% in 2017 and extreme poverty 3.2%, indexes that remained almost
constant in the last 5 years. On the other hand, current trends in the Cusco region continue
to show us that the levels of inequality and poverty continue to grow consecutively because there is no better impulse from the government to project strategies that improve and
promote the most important sectors of development of the population, prioritizing the
poorest and most vulnerable sector from the impulse of investing in education, health,
employment so that later this group has the tools to grow, develop and generate better levels
of welfare from a point of view of equality in access in the fundamental sectors, however
Joseph Stiglitz (2012), considered something important within the trickle-down economy
where from the top down it does not work adequately for the whole population and that is
why we should reflect on the fact that governments today are starting to apply this economic
theory from the bottom up where the population is prioritized over big companies by
providing them with development and learning tools to generate sustainable populations that
contribute to the country's economy, prioritizing people, their talents or human capital as
referred to by the United Nations (UN), ECLAC and under important indicators that measure
inequality in economic and social sectors such as they work in the Theil index.
Under this approach, the research is of an applicative type with a quantitative
approach of descriptive - correlational scope and of a hypothetical - deductive method in a
ten year period of historical data, period 2008-2017. It was concluded that the hypothesis
that economic inequality influences the social well-being of the population in the Cusco
region is accepted, since our results show that per capita income and years of study have an
inverse effect on poverty, that is, they have an inverse effect on the increase of poverty rates,
Unlike the unemployment rate indicator that directly affects poverty as a variable of social
welfare, it can be seen that as poverty increases, per capita income and average years of
