Situación de la ejecución presupuestaria de los proyectos educativos financiados por el fondo de promoción a la inversión pública regional y local en la Municipalidad Distrital de Maranganí, período 2016-2017.

Abstract

Las municipalidades son órganos de gobierno local con autonomía administrativa, económica y normativa; les corresponde normar, ejecutar, administrar, promover y controlar sus competencias, entre ellas la de educación, cultura y promoción social y, el Fondo de Promoción a la Inversión Pública Regional y Local (FONIPREL), es un fondo concursable, cuyo objeto principal es cofinanciar proyectos de inversión pública (PIP) orientados a reducir las brechas en la infraestructura básica, que tenga el mayor impacto posible en la reducción de la pobreza y la pobreza extrema en el país. En ese contexto, el FONIPREL ha suscrito dos convenios con la Municipalidad para la ejecución de proyectos educativos, en cuya ejecución presupuestal y física se ha producido desviaciones, que el trabajo de investigación busca determinar al mostrar y analizar la situación de su ejecución. La investigación tiene un alcance descriptivo, su enfoque es de carácter cuantitativo de diseño no experimental, la población y muestra está constituida por la información de los proyectos educativos financiados por el FONIPREL y la contraparte de la Municipalidad Distrital de Maranganí. La recopilación de datos se ha realizado con técnicas el análisis de la información y entrevistas; como instrumentos se ha utilizado la ficha de datos y la guía de entrevista. En los resultados se aprecia el presupuesto, ejecución presupuestaria y avance físico de los proyectos ejecutados en el marco de los convenios suscritos, resultados que nos han llevado a concluir que en la ejecución física y financiera no se ha respetado los términos de los convenios lo que ha derivado en desviaciones administrativas y de insatisfacción de las expectativas de la población del distrito.

In this context, FONIPREL has signed two agreements with the Municipality for the execution of educational projects, in whose budgetary and physical execution there have been deviations, which the research work seeks to determine by showing and analyzing the situation of its execution. The research has a descriptive scope, its approach is quantitative non-experimental design, the population and sample is constituted by the information of educational projects funded by the FONIPREL and the counterpart of the District Municipality of Marangani. The data collection has been done with techniques, the analysis of information and interviews; As instruments, the data sheet and the interview guide have been used. The results show the budget, budget execution and physical progress of the projects executed within the framework of the agreements signed, results that have led us to conclude that the terms of the agreements have not been respected in the physical and financial execution. has resulted in administrative deviations and dissatisfaction with the expectations of the district's population.
