Estructura de costos y fijación del monto del arbitrio de serenazgo en la Municipalidad Provincial de Canchis Cusco periodo 2017.

Abstract

El presente trabajo de investigación tiene como objetivo describir la estructura de costos y fijación del monto del arbitrio de Serenazgo en la Municipalidad Provincial de Canchis Cusco periodo 2017. Debido al incremento de inseguridad ciudadana que se viene registrando en el distrito de Sicuani y al recorte presupuestario del proyecto de mejoramiento del servicio de seguridad ciudadana quienes al no contar con los recursos necesarios se ven en la obligación de reducir al personal (agentes de seguridad ciudadana). La Municipalidad Provincial de Canchis, si bien es cierto brinda el servicio de Serenazgo pero ésta no cobra a la población y viendo la necesidad de captar mayores ingresos para mejorar el servicio, la municipalidad de acuerdo a sus facultades puede crear, modificar y suprimir tasas tal como lo establece la Constitución Política del Perú, La Ley de Tributación Municipal y la Ley Orgánica de Municipalidades, y en cumplimiento a lo establecido por el Tribunal Constitucional e INDECOPI quienes emitieron los lineamientos legales en cuanto a la determinación del costo global y la distribución del costo entre los contribuyentes en base a criterios razonables. La metodología empleada para la investigación tiene un enfoque cuantitativo, con un diseño no experimental y un alcance descriptivo. El instrumento utilizado fue la ficha de observación el cual fue de gran utilidad para elaborar la estructura de costos acorde a la realidad de forma pormenorizada y analítica de manera que justifica el costo del servicio, en cuanto a la fijación del monto del arbitrio de Serenazgo al año 2017, se utilizó el criterio uso de predio para distribuir los costos del servicio entre el total de predios usuarios registrados en la base de datos del arbitrio de limpieza pública y conforme a los lineamiento legales vigentes.

The methodology used for the research has a quantitative approach with a non-experimental design and a descriptive scope. The instrument used was the observation form, which was very useful to describe the cost structure according to the reality in a detailed and analytical way that justifies the cost of the service, in terms of setting the amount of Serenazgo In 2017, the use of property criteria was used to distribute the cost of the service among the total number of users registered in the database of the public cleaning rate in accordance with current legal guidelines.
