Factores que no permiten la culminación de los proyectos de inversión pública en la Municipalidad Distrital de San Jerónimo, periodo 2010 – 2015.

Abstract

El presente Trabajo de Investigación intitulada “Factores que no permiten la culminación de los Proyectos de Inversión Pública en la Municipalidad Distrital de San Jerónimo, en el periodo 2010 – 2015, por parte de las bachilleres les llamo mucho la atención porque los Proyectos de Inversión Pública no se concluían en los plazos establecidos de acuerdo al expediente técnico, y como tal se realizó la revisión documental y se identificó que la Municipalidad del Distrito de San Jerónimo contaba con Obras paralizadas y en otros casos la Ejecución de las Obras no estaban culminando de acuerdo al Expediente Técnico, ocasionando la insatisfacción de la población, en el Distrito se ha podido evidenciar que se cuenta con presupuesto en la fuente de financiamiento canon y sobre canon para la Ejecución de Proyectos de Inversión Pública (PIP), sin embargo, se aprecia la inoperancia y la falta de gestión para la Ejecución de los diferentes Proyectos de Inversión Pública (PIP), para el desarrollo de la investigación se procedió con la revisión documental y análisis de los 17 Proyectos de Inversión Pública (PIP), en el cual se encontró 02 Obras paralizadas que es materia de la presente investigación para poder identificar los factores o limitantes que no permiten la culminación de los Proyectos de Inversión Pública (PIP). El objetivo de la presente investigación es identificar todos los factores que no permiten la culminación de los Proyectos de Inversión Pública (PIP) en la Etapa de Pre Inversión, Inversión y Post Inversión en la Municipalidad Distrital de San Jerónimo, en el periodo 2010 – 2015. La presente investigación tiene como hipótesis, investigar si existen factores que no permiten la culminación de los Proyectos de Inversión Pública (PIP) en la Etapa de Pre Inversión, Inversión y Post Inversión en la Municipalidad Distrital de San Jerónimo, en el periodo 2010 – 2015. Según la investigación realizada se tiene como conclusión que si se identificó los factores que no permiten la culminación de los Proyectos de Inversión Pública (PIP): en la Etapa de Pre Inversión por la inadecuada Elaboración del Perfil, la falta de Asignación Presupuestal, la falta de Autorización por el Ministerio de Cultura, en la etapa de Inversión se viene realizando Modificaciones al Expediente Técnico por problemas de Disponibilidad Presupuestal para la Ejecución de Obras, y se concluye que no se efectuó la Etapa de Post Inversión, porque no se ha cerrado la Ejecución de dichas Obras, por lo que no se realizaran trabajos de operación y mantenimiento ni la Evaluación Ex Post.
