dc.description.abstractLa Constitución Política del Perú establece que la administración económica y financiera del Estado se rige por el presupuesto que anualmente aprueba el Congreso, el proceso presupuestario se rige por la normatividad del Sistema Nacional de Presupuesto. La Ley Orgánica de Municipalidades determina que son rentas municipales son: Rentas de la Propiedad, Tasas, Venta de bienes, Prestación de servicios, Otros ingresos, Vigencia de minas y Saldo de Balance. En la Municipalidad Distrital de Echarati, la recaudación de recursos directamente recaudados muestra una reducción desde el año 2015, tendencia que se mantiene en el 2017; el objetivo del trabajo es determinar de qué manera, la Municipalidad, ejecuta el presupuesto de estos recursos en el periodo 2015-2016 y hacer conocer a las autoridades municipales la importancia de este rubro a fin de que fortalezcan los mecanismos de recaudación para atender el gasto municipal. Para el desarrollo del trabajo se ha aplicado la investigación básica, el enfoque cuantitativo y el diseño no experimental de alcance descriptivo. En los resultados se muestra que la Municipalidad Distrital de Echarati la captación de ingresos por recursos directamente recaudados es equivalente al 0.50% del presupuesto total, que la recaudación no cubre integralmente las metas de gasto para la satisfacción de las necesidades de la población y que se utilizan otras fuentes de financiamiento para suplir esta deficiencia. Como conclusiones se tiene que la ejecución de ingresos por recursos directamente recaudados en los años fiscales 2015 y 2016 se sustenta mayoritariamente en los Saldos de Balance, en el 2015 significa el 35.04% y en el año 2016 el 18.64%, el rubro de ingreso por derechos de vigencia de minas mantiene una tendencia porcentual similar en los dos ejercicios 13.31% y 19.05% respectivamente. La ejecución de gasto por funciones del presupuesto por recursos directamente recaudados es dispersa, no mantiene uniformidad, se utiliza indistintamente. La ejecución de gasto por programas y metas no presenta uniformidad en el periodo 2015-2016, en ambos ejercicios es diferente, en el año 2015 prioriza la función justicia con un 36.08% de la ejecución total, mientras que en el año 2016 la función de planeamiento y gestión administrativa representa el 8.22% y la de limpieza pública 7.66% el restante de 84.12% está disperso en 48 programas y metas.es_PE
dc.description.abstractThe Political Constitution of Peru establishes that the economic and financial administration of the State is governed by the budget approved annually by the Congress; the budget process is governed by the regulations of the National Budget System. The Organic Law of Municipalities determines that municipal revenues are: Property Income, Fees, Sale of goods, Provision of services, Other income, Validity of mines and Balance of Balance. In the District Municipality of Echarati, the collection of resources directly collected shows a reduction since 2015, a trend that remains in 2017; The objective of the work is to determine how the Municipality executes the budget of these resources in the 2015-2016 period and to inform the municipal authorities of the importance of this item in order to strengthen the collection mechanisms to meet the expenditure municipal. For the development of the work, basic research, quantitative approach and non-experimental design of descriptive scope have been applied. The results show that the District Municipality of Echarati, the collection of income from directly collected resources is equivalent to 0.50% of the total budget, that the collection does not fully cover the spending goals for the satisfaction of the needs of the population and that they use other sources of financing to supply this deficiency. As conclusions, the execution of income from resources directly collected in fiscal years 2015 and 2016 is mainly based on Balance Balances, in 2015 it means 35.04% and in 2016 18.64%, the income item for Mining rights maintained a similar percentage trend in the two years 13.31% and 19.05% respectively.
