dc.description.abstract | El presente trabajo de investigación es de naturaleza Penal, se enfoca en el estudio
de una de las Etapas más importantes del Código Procesal Penal; es la Etapa Intermedia
que comprende periodo desde la Conclusión de la Investigación Preparatoria hasta la
emisión del Auto de Enjuiciamiento, o se declare el sobreseimiento de la causa. Finalidad
de esta Etapa en el Saneamiento Procesal y pasar a la Etapa del Juicio Oral.
Unos de los principios a analizarse en el desarrollo de la Etapa Intermedia es la
vulneración del Principio de Celeridad Procesal por los Juzgados de Investigación
Preparatoria de la Corte Superior de Justicia del Cusco como objetivo, determinar cuáles
son las cusas y que consecuencias generan el proceso lento del sistema de justicia que hoy
en día es aclamado por la ciudadanía. El Objetivo de esta investigación es, examinar de
qué manera el desarrollo de la Etapa Intermedia va vulnerando el Principio de Celeridad
Procesal en los diferentes actos procesales a partir de la identificación de las causas y
efectos que genera con el incumplimiento de los plazos establecidos en la norma penal.
De enfoque cualitativo, porque prescinde de instrumentos de recolección de datos:
entrevistas a Jueces, Fiscales y Abogados expertos en la materia cuyos aportes y haciendo
un análisis exhaustivo de los resultados se identifique las anomalías que existen en la
administración de justicia y superar el problema; nivel explicativo y no experimental,
busca explicar el porqué del retraso de los procesos penales y la lentitud del sistema de
justicia. Finalmente, en la presente investigación, se desarrollarán ampliamente los
diferentes conceptos legales, doctrinales y jurisprudenciales en los temas de, Etapas
procesales, la Etapa Intermedia, los principios procesales, plazos procesales, actos

dc.description.abstract | This research work is of a Criminal nature, it focuses on the study of one of the most
important Stages of the Criminal Procedure Code; It is the Intermediate Stage that
includes the period from the Conclusion of the Preparatory Investigation until theissuance
of the Judgment Order, or the dismissal of the case is declared. Purpose of this Stage in
the Procedural Sanitation and move on to the Oral Trial Stage.
One of the principles to be analyzed in the development of the Intermediate Stage is the
violation of the Principle of Procedural Speed by the Preparatory Investigation Courts of
the Superior Court of Justice of Cusco as an objective, to determine what are the causes
and what consequences the slow process generates. of the justice system that today is
acclaimed by citizens. The objective of this investigation is to examine how the
development of the Intermediate Stage is violating the Principle of Procedural Speed in
the different procedural acts from the identification of the causes and effects that it
generates with the breach of the terms established in the penal norm. With a qualitative
approach, because it dispenses with data collection instruments: interviews with Judges,
Prosecutors and Lawyers who are experts in the field whose contributions and making an
exhaustive analysis of the results identify the anomalies that exist in the administration of
justice and overcome the problem; explanatory and non-experimental level, seeks to
explain the reason for the delay in criminal proceedings and the slowness of the justice
system. Finally, in the present investigation, the different legal, doctrinal and
jurisprudential concepts will be widely developed on the issues of, Procedural Stages, the
