La presente investigación analiza las consecuencias económicas y sociales de las
postergaciones de obra y ampliaciones presupuestales en un proyecto de saneamiento caso
“Mejoramiento y ampliación del sistema de agua potable y desagüe en el centro poblado de
Oropesa”, que fueron provocados por riesgos no previstos. Para lo cual utilizamos
información secundaria de los expedientes técnicos de dicha obra y encuestas realizadas a los
beneficiarios del centro poblado de Oropesa.
Iniciamos describiendo las características del proyecto tomando en cuenta el cronograma y
monto del presupuesto inicial y utilizamos el método PMBOK con el cual identificamos los
tipos de riesgos que son de gestión, diseño, mercado, origen legal y político a los que están
sometidos este tipo de proyectos.
Se hace un análisis de valor en donde la omisión de riesgos trae consecuencias económicas
medidas por el incremento del presupuesto valorizadas en indicadores del VAN, TIR y B/C,
lo cual significa una pésima utilización de los recursos públicos, quitando la posibilidad a la
autoridad local de satisfacer otras demandas de la población. La incidencia social releva la
insatisfacción de la población al no contar con el agua que es vital, tanto para la vida
cotidiana de las familias, como para el desarrollo de las actividades económicas, peor aún en
el caso de Oropesa que es una población industriosa y de amplia visión comercial. The present investigation analyzes the economic and social consequences of the
postponements of work and budget increases in a sanitation project “Improvement and
expansion of the potable water and sewage system in the town of Oropesa“, that were caused
by unforeseen risks. For which we use secondary information of the technical files of said
work and surveys made to the beneficiaries of the populated center of Oropesa. We start by
describing the characteristics of the project taking into account the schedule and amount of
the initial budget and we use the PMBOK method with which we identify the types of risks
that are management, design, market, legal and political origin to which this type of Projects.
A value analysis is made in which the omission of risks has economic consequences
measured by the increase in the budget valued in indicators of the NPV, IRR and B / C,
which means a terrible use of public resources, removing the possibility to the authority local
meet other demands of the population. The social impact relieves the dissatisfaction of the
population by not having the water that is vital, both for the daily life of families, and for the
development of economic activities, even worse in the case of Oropesa, which is an
industrious and of broad commercial vision.
