Recaudación de arbitrios municipales y calidad en la prestación del servicio de limpieza pública - Municipalidad provincial del Cusco, periodo 2013.

Abstract

El presente trabajo de investigación tiene por objeto determinar el nivel de recaudación del arbitrio de Limpieza Pública y la calidad de prestación de este servicio en la Municipalidad Provincial del Cusco en los años 2013 y 2014. Para este efecto la investigación tiene un enfoque cuantitativo, con diseño no experimental, la población y muestra probabilística y está conformado por el total de contribuyentes del arbitrio de Limpieza Publica registrados en la Municipalidad Provincial del Cusco (zona 11), la técnica empleada ha sido la encuesta y el instrumento validados por expertos ha sido el cuestionario .Los datos se han analizado y preparado los reportes en el programa SPSS. Las conclusiones que llegamos al analizar el bajo nivel de recaudación son las siguientes: Que no existe conciencia tributaria por parte de la colectividad en general, los contribuyentes no toman conciencia del pago que es necesario para este arbitrio ya que es en beneficio de la población para mantener un orden en este caso referido a lo que es Limpieza Publica lo que significa mantener las calles limpias sin desechos en las calles lo que pueda contaminar a la población. El servicio de Limpieza Publica es deficiente, debido a que la recaudación, no cubre los costos de inversión, por el mismo motivo que los contribuyentes no pagan puntual sus montos emitidos de acuerdo al negocio que se tiene, al considerar nosotros la zona 11 está referido a la parte de centro histórico y encontramos ahí locales comerciales que desechan muchos residuos y que no cumplen adecuadamente con el pago.

El SELIP que es la unidad operativa para la limpieza no cuenta con personal identificado para realizar la labor de Limpieza. El SELIP no tiene el suficiente equipo (unidades vehiculares - camiones compactadores) para optimizar el servicio de limpieza, y de esa manera brindar una adecuado sistema de Limpieza Pública.

Las tarifas de Limpieza Publica que cobra la municipalidad provincial del cusco no son las reales, estas son subvencionadas hasta en un 60% para poder de esa manera concientizar a la población para que sea el pago puntual pero en las encuestas que realizamos nos damos cuenta que tampoco de esa manera la población es consciente del pago que se tiene que realizar mensualmente.

The Selip which is the operating unit for cleaning has not identified staff to do the work of cleaning. The Selip does not have enough equipment (vehicle units - compactor trucks) to optimize the cleaning service, and thus provide an adequate system of public cleaning. Awareness campaigns are made for people to internalize the social responsibility that has for the city and because it must pay the Public cleaning service. Larger units (compactor trucks) are acquired to improve public cleaning service.
