RESUMEN 
El presente trabajo de investigación intitulado “La Planeación Estratégica en la 
Municipalidad Distrital de Quellouno, año 2016”, tiene como objetivo general 
describir la planeación estratégica de la Municipalidad Distrital de Quellouno, 
año 2016. El nivel de estudio es descriptivo, el enfoque de investigación es 
cuantitativa, con un diseño no experimental, la población en estudio estuvo 
constituida por 50 trabajadores del área administrativa de la municipalidad, la 
muestra conformada por toda la población antes descrita, la técnica usada fue 
la encuesta y como instrumento el cuestionario, la misma que fue procesada en 
el programa estadístico SPSS. Se determinó que el 60% de los trabajadores 
encuestados afirman que la percepción de la planeación estratégica es regular, 
con un valor promedio de 2.78; mientras que la fase filosófica de la planeación 
presenta un valor promedio de 2.76; la fase analítica con un valor promedio de 
2.67, la fase programática con un valor promedio de 2.60, la fase operativa con 
un valor promedio de 2.98 y la fase cuantitativa con un valor promedio de 2.70; 
lo cual evidencia una inadecuada implementación del PEI situación que es 
producida por ausencia de conocimiento en una gran parte del capital humano, 
generando a que esta, no aporte estratégicamente al desarrollo institucional. 
Finalmente se determinan las conclusiones y recomendaciones.

ABSTRACT 
The present research work entitled "Perception of Strategic Planning by the 
Human Capital of the Administrative Area of the Quellouno District Municipality, 
2016", has the general objective of describing the perception of strategic 
planning by the human capital of the administrative area. The study level is 
descriptive, the type of research is basic, with a non experimental design, the 
study population consisted of 50 workers from the administrative area of the 
municipality, the sample was made up of all the population described above, the 
technique used Was the survey and as an instrument the questionnaire, which 
was processed in the SPSS statistical program. It was determined that 60% of 
the workers surveyed affirm that strategic planning is regular, with an average 
value of 2.78; While the philosophical phase of planning has a value of 2.76; 
With an average value of 2.67 the analytical phase, with an average value of 
2.60 the programmatic phase, with an average value of 2.98 the operational 
phase and with an average value of 2.70 the quantitative phase; Which 
manifests an inadequate execution and development of the institutional 
strategic plan by human capital, knowing that this is an important management 
tool.
