RESUMEN 
  
La presente investigación se basó en la identificación de riesgos en las fases 
del proceso de contratación por Adjudicación Directa Selectiva para bienes y 
servicios en la Superintendencia Nacional de los Registros Públicos, Zona 
Registral N° X – Sede Cusco periodo 2014, su desarrollo tiene como motivo 
principal determinar los riesgos a los que está expuesta la entidad durante el 
proceso de contratación que abarca desde las fases de actos preparatorios,  
proceso de selección y la ejecución contractual, y así determinar una respuesta 
al riesgo para reducirlos o mantenerlos bajo control. 
 
El presente trabajo comprende un desarrollo progresivo de las diferentes 
etapas de la investigación que inicia desde la recopilación bibliográfica y la 
revisión de los expedientes de contrataciones de la Zona Registral N° X Sede  
Cusco, el procesamiento de los datos obtenidos, la elaboración, análisis y 
validación  de los instrumentos así como el análisis de los resultados que 
permiten integrar las variables de acuerdo al problema planteado. 
 
Dentro de los objetivos planteados, se ha programado identificar los riesgos en 
las fases del proceso de contratación por Adjudicación Directa Selectiva para 
bienes y servicios en la Superintendencia Nacional de los Registros Públicos, 
Zona Registral N° X – Sede Cusco, periodo 2014. 
 
El desarrollo de la investigación  se presenta en cinco capítulos:  
El capítulo I – Introducción; contiene: la descripción del problema, la 
formulación del problema, los objetivos de la investigación, la justificación del 
problema, las limitaciones de la investigación y los aspectos éticos.  
 
El capítulo II - Marco Teórico; contiene: los antecedentes de la investigación, 
las bases teóricas, el marco conceptual las hipótesis y las variables e 
indicadores. 
 
El capítulo III - Diseño Metodológico; contiene: el tipo de investigación, el 
diseño de investigación, la población  y muestra, las técnicas de recolección de 
datos y las técnicas de procesamiento de datos.  
 
En el  capítulo IV - Resultados de la Investigación; se  presenta, analiza e 
interpreta los resultados recopilados a través del análisis documental y la 
aplicación de los instrumentos validados por el especialista en contrataciones. 
 
El capítulo V -  Discusión, contiene la validez interna y externa de los 
resultados de la investigación, la contrastación de los resultados con los 
referentes bibliográficos y la aceptación de la hipótesis. 
  
Finalmente el presente trabajo de investigación, contiene las conclusiones, 
recomendaciones, bibliografía utilizada y anexos que demuestran la 
consistencia del trabajo realizado.

ABSTRACT 
  
This research is based on the identification of risks in the stages of hiring 
Selective Direct Award for goods and services in the National Superintendency 
of Public Registries, Registry Zone No. X – Headquarters Cusco period 2014, 
its development is motivated main determining the risks to which the entity is 
exposed during the hiring process that ranges from the phases of preparatory 
acts, selection process and contract execution, and determine a response to the 
threat to reduce or keep them under control. 
 
This work involves a progressive development of the different stages of the 
research starts from the bibliography and review of records hiring of Registry 
Zone No. X - Headquarters Cusco, processing of data, processing, analysis and 
validation of the instruments and the analysis of the results that integrate 
variables according to the problem. 
 
Among the objectives, it is scheduled identify risks in the stages of the 
recruitment process for Selective Direct Award for goods and services in the 
National Superintendency of Public Registries, Registry Zone No. X - 
Headquarters Cusco, period 2014. 
 
The development of the research is presented in five chapters: 
Chapter I - Introduction; contains: a description of the problem, the formulation 
of the problem, research objectives, justification of the problem, research 
limitations and ethical aspects. 
 
Chapter II - Theoretical Framework; contains: the history of research, theoretical 
bases, the conceptual framework assumptions and variables and indicators.   
 
Chapter III - Design Methodology; contains: the type of research, research 
design, population and sample, techniques for data collection and data 
processing techniques. 
 
Chapter IV - Research Results; presents, it analyzes and interprets the results 
collected through documentary analysis and application of instruments validated 
by specialist recruitment. 
 
Chapter V - Discussion contains internal and external validity of the research 
results, the testing of the results with the bibliographic references and the 
acceptance of the hypothesis.  
 
Finally, this research contains the conclusions, recommendations, bibliography 
and appendices showing the consistency of the work performed.
