Resumen 
El propósito central del presente Trabajo de Investigación ha sido establecer cuál es 
la situación del Estado de Situación Financiera y la transferencia de obras públicas de la 
función Salud ejecutadas por la Municipalidad Distrital de Echarati periodo 2015 – 2017, 
teniendo como objetivo determinar la situación del Estado de situación Financiera y la 
transferencia de obras públicas de la función Salud y como muestra se estableció las obras 
construidas para la función Salud. El enfoque de investigación en relación a la metodología 
es cuantitativo, asimismo, es de alcance descriptivo con un diseño no experimental, 
transversal, diseño que permite establecer la situación de ambas variables objeto de estudio 
llegándose a los siguientes resultados: Se han ejecutado cuarenta y uno obras, treinta siguen 
en ejecución conforme se evidenció en el presupuesto para el año 2018,   siete obras  se 
encuentran concluidas sin liquidar, cuatro cuentan con la liquidación técnica -financiera, sin 
embargo ninguna ha sido transferida a la función Salud es decir que el 100 % de obras 
concluidas no fueron transferidas debido a problemas como es el caso de las Autoridades 
Municipales de turno, observaciones por parte de la Dirección Regional de Salud Cusco, por 
falta de personal técnico especializado en cumplir con dicha función;  cuestiones políticas; 
por lo tanto, se concluye que estas obras al no ser transferidas distorsionan la presentación 
del  Estado de Situación Financiera de manera relevante, ya que estas obras no cumplen con 
ser una representación fidedigna de la situación financiera y además siguen ocasionando 
gastos al Gobierno local hasta el momento en que sean transferidas al sector correspondiente, 
no existiendo justificación que pueda sostener dicho incumplimiento de funciones.

Abstract 
The main purpose of this Research Work has been to establish the situation of the 
State of Financial Situation and the transfer of public works of the Health function executed 
by the District Municipality of Echarati period 2015 - 2017, with the objective of 
determining the State's situation Financial situation and the transfer of public works of the 
Health function and as a sample the works built for the Health function were established. 
The research approach in relation to the methodology is quantitative, also, it is descriptive 
in scope with a non-experimental, cross-sectional design, which allows establishing the 
situation of both variables under study, reaching the following results: Forty-one have been 
executed works, thirty are still in execution as evidenced in the budget for the year 2018, 
seven works are completed without liquidation, four have the technical-financial liquidation, 
however none have been transferred to the Health function that is to say that 100% of 
completed works were not transferred due to problems such as the Municipal Authorities on 
duty, observations by the Regional Health Directorate Cusco, due to lack of technical 
personnel specialized in fulfilling this function; political issues; therefore, it is concluded 
that these works, when not being transferred, distort the presentation of the Statement of 
Financial Position in a relevant way, since these works do not comply with being a reliable 
representation of the financial situation and also continue to cause expenses to the local 
Government until moment in which they are transferred to the corresponding sector, there 
being no justification that can sustain said non-fulfillment of functions.
