RESUMEN 
 
La presente investigación inicia en el Capítulo I, en el que se describe el problema de 
investigación y todo lo relacionado a los aspectos metodológicos del estudio de la 
investigación. 
 
En el Capítulo II, se desarrollan los antecedentes sobre el tema de investigación, tanto 
nacionales como internacionales. 
 
A través del Capítulo III, desglosamos toda la estructura referente a la libertad de trabajo, 
doctrina, conceptos, naturaleza jurídica entre otros. 
 
 El Capítulo IV, trata sobre la Policía, como el origen y evolución del concepto hasta el 
sistema organizacional de la Policía Nacional del Perú y desarrollo referente a la legislación 
sobre el personal policial. 
 
El servicio policial extraordinario es desarrollado en el Capítulo V, donde se verá su 
naturaleza, requisitos, estructura y demás elementos; como se encuentra regulado y la 
legislación comparada sobre el tema.

En cuanto a la libertad de trabajo y su tutela jurisdiccional, esta se estudiara en el Capítulo 
VI, analizando el mecanismo procesal que va a tener por objeto la protección de los derechos 
fundamentales, a través de una vía especial. 
 
Mediante los Capítulos VII y VIII, se detallan los aportes y los objetivos de la presente 
investigación, como la propuesta a fin de solucionar el problema presentado en el tema de 
estudio, conclusiones de la investigación y sus recomendaciones.

ABSTRACT 
The present investigation begins in Chapter I, which describes the research problem and 
everything related to the methodological aspects of the research study. 
 
In Chapter II, the background on the research topic is developed, both nationally and 
internationally. 
 
Through Chapter III, we break down the entire structure regarding freedom of work, doctrine, 
concepts, legal nature among others. 
 
 Chapter IV deals with the Police, as the origin and evolution of the concept, up to the 
organizational system of the National Police of Peru, and development regarding the 
legislation on police personnel. 
 
The extraordinary police service is developed in Chapter V, where its nature, requirements, 
structure and other elements will be seen; how it is regulated and the legislation compared on 
the subject. 
 
Regarding the freedom of work and its jurisdictional protection, this will be studied in 
Chapter VI, analyzing the procedural mechanism that will have as its object the protection of 
fundamental rights, through a special channel.

Through Chapters VII and VIII, the contributions and objectives of the present investigation 
are detailed, such as the proposal in order to solve the problem presented in the study subject, 
conclusions of the investigation and its recommendations.
