RESUMEN  
El presente trabajo de investigación tiene por objetivo determinar el grado de contribución de la 
auditoria de cumplimiento en la mejora de los programas de educación y salud del Plan de 
Desarrollo Provincial concertado Cusco al 2021. Para este efecto se ha desarrollado una 
investigación de alcance descriptivo con diseño no experimental. Se consideró como  población 
a los 22 proyectos del sector educación y 15 proyectos del sector salud del plan concertado de 
la municipalidad del Cusco, como muestra  se tomó la totalidad de la población demostrados 
siendo los siguientes: Capacitación a los Docentes de los niveles inicial, Primario, y Secundario 
de la provincia en temas medioambientales y de identidad, en Educación vial y Limpieza 
Pública, Capacitación, Fortalecimiento y Actualización, Docente en Didácticas Escolares con 
soporte informático, Elaboración de guías didácticas sobre interculturalidad para el Nivel 
Primario de la EBR, Elaboración de guías didácticas sobre interculturalidad para el Nivel 
Primario de la EBR, Sistema municipal de Becas a Docentes de Nivel Primario y Secundario de 
la EBR, Implementación de un Observatorio y centro de innovación Pedagógica en la provincia, 
Fortalecimiento para la implementación de Proyecto Educativo Local Provincial Cusco, 
Programa de fortalecimiento del funcionamiento de los consejos Educativos Institucionales 
(CONEI), Fortalecimiento de la Ciencia y Tecnología en las Instituciones Educativas de la 
Provincia del Cusco, Creación y Fortalecimiento de las Escuelas Empresariales Juveniles, 
Monitoreo a niños y niñas con Desnutrición Crónica en las instituciones Educativas de la 
provincia Cusco, Recuperación de productos andinos en la dieta Familiar Cusqueña, Ampliación 
y descentralización de los Módulos de Orientación en nutrición y Estimulación Temprana en 
Instituciones educativas en zonas de alto riesgo, Fortalecimiento de la Gestión de los Programas 
de Apoyo Alimentario Escolar, Fortalecimiento de Capacidades de los servicios de Educación 
Básica Regular: Construcción, Mejoramiento y Equipamiento, Red de Construcción y 
Mejoramiento de la infraestructura Deportiva Escolar, Renovación y Ampliación de 
Laboratorios y Gabinetes Escolares, Bibliotecas Municipales Virtuales e Implementación de 
Centros de Lectura Vecinal con Acceso a las TIC, Fortalecimiento en Capacidades Productivas 
para PCHD, Fortalecimiento en Capacidades Deportivas para PCHD, Ampliación y 
Mejoramiento de la Cobertura Educativa para personas con habilidades diferentes,

Mejoramiento de la Prestación de Servicios Educativos para Niñas y Niños menores de 3 años 
de la Provincia Cusco, Fomento de la Educación Inicial de 3-5 años.  
 
Llegando a tener la relación de los proyectos del sector salud siendo los siguientes: Mesa de 
Concertación para la Lucha contra la Desnutrición Crónica Infantil en la Provincia Cusco, 
Monitoreo y Vigilancia Nutricional en la Primera Infancia, Fortalecimiento de Capacidades para 
la mejora de la nutrición Infantil en la Provincia Cusco, Acceso, Uso y Disponibilidad de 
Alimentos para las Familias con Mejores ingresos, Centro de Promoción y Prevención de 
Enfermedades Degenerativas, Implementación de Laboratorios especializados de Última 
Generación, Tecnologías de Información y Comunicación para la Prevención de enfermedades 
Degenerativas, Proyecto Integral de Construcción, Mejoramiento, Equipamiento y Recursos 
Humanos de Redes de Salud, Construcción del Nuevo Hospital Regional, Construcción del 
Nuevo Hospital Antonio Lorena, Construcción de Hospital Materno Infantil de la Provincia 
Cusco, Implementación de la Capacidad Resolutiva de los Establecimientos de Salud, Centro 
de Educación, Prevención y Rehabilitación en Alcoholismo, Drogas y Tabaco, Centro de 
Prevención y Rehabilitación de Pacientes con Enfermedades Mentales, Formulación e 
Implementación del Sistema de Información sobre la Gestión de los Programas de Apoyo 
Alimentario. 
 
Ya que se tuvo acceso a toda la información por lo que se encuentra disponible en las páginas 
electrónicas del Ministerio de Economía y Finanzas y en el Instituto Nacional de Informática y 
Estadística. La técnica que se utilizo fue la recopilación documental virtual y el instrumento 
fueron las hojas de cálculo Excel. Las conclusiones arribadas fueron: El poco involucramiento 
de los ciudadanos en los espacios de participación, el desconocimiento de políticas y 
lineamientos para la gestión del plan y la desarticulación de la planificación con el presupuesto 
institucional en el sector educación, demuestran que aún se planifica tradicionalmente pese a la 
existencia de un marco normativo lo que incide negativamente en la formulación, vigencia y 
orientación del Plan que conlleve a una visión compartida de futuro. Así mismo, las autoridades 
y funcionarios han demostrado falta de voluntad política para institucionalizar los espacios de

concertación en sus diferentes niveles e involucrar a la ciudadanía principalmente a los jóvenes, 
para su empoderamiento y sentido de pertenencia en la toma de decisiones en un ámbito de 
gobernanza y gobernabilidad, como estrategia de desarrollo de la municipalidad provincial del 
Cusco.  
 
La baja calidad de los planes de desarrollo concertado en el sector salud sumado a la falta de 
planes institucionales deriva en la improvisada formulación del Presupuesto inicial. La 
municipalidad provincial del Cusco programa sus recursos presupuestales aún con un enfoque 
incremental, carentes de una acción estratégica. Así mismo, el limitado presupuesto institucional 
no permite contar con profesionales con el perfil competente, para así evitar la interposición de 
funciones. Finalmente, esta situación conlleva a la insuficiente articulación entre la planificación 
y el presupuesto. La falta de instrumentos de planificación de corto y mediano plazo y 
documentos de gestión organizacional, agudizan la producción institucional como consecuencia 
de la falta de capacidades de los políticos y técnicos que actúan en base a procedimientos 
empíricos y de gestión tradicional.

ABSTRACT 
 
The objective of this research work is to determine the degree of contribution of the compliance 
audit in the improvement of the education and health programs of the Provincial Development 
Plan agreed upon in Cusco in 2021. For this purpose, a research with a descriptive scope has 
been developed. non-experimental design. The 22 projects of the education sector and 15 
projects of the health sector of the concerted plan of the municipality of Cusco were considered 
as a population, as a sample it was taken the totality of the demonstrated population being the 
following: Training to the Teachers of the initial levels, Primary , and Secondary of the province 
in environmental issues and identity, in Road Education and Public Cleaning, Training, 
Strengthening and Updating, Teacher in School Didactics with computer support, Elaboration 
of didactic guides on interculturality for the Primary Level of the EBR, Elaboration of didactic 
guides on interculturality for the Primary Level of the EBR, Municipal System of Scholarships 
for Primary and Secondary Teachers of the EBR, Implementation of an Observatory and 
Pedagogical Innovation Center in the province, Strengthening for the implementation of the 
Provincial Local Educational Project Cusco , Fun strengthening program Organization of 
Educational Institutional Councils (CONEI), Strengthening of Science and Technology in 
Educational Institutions of the Province of Cusco, Creation and Strengthening of Youth 
Business Schools, Monitoring of Children with Chronic Malnutrition in the Educational 
Institutions of the Province Cusco, Recovery of Andean products in the Cusqueña Family Diet, 
Expansion and decentralization of Orientation Modules in nutrition and Early Stimulation in

Getting to have the list of health sector projects being the following: Round Table for the Fight 
against Child Chronic Malnutrition in the Province of Cusco, Monitoring and Nutritional 
Surveillance in Early Childhood, Strengthening of Capacities for the improvement of Child 
Nutrition in the Cusco Province, Access, Use and Availability of Food for Families with Better 
Income, Center for the Promotion and Prevention of Degenerative Diseases, Implementation of 
Specialized Last Generation Laboratories, Information and Communication Technologies for 
the Prevention of Degenerative Diseases, Comprehensive Project of Construction, 
Improvement, Equipment and Human Resources of Health Networks, Construction of the New 
Regional Hospital, Construction of the New Hospital Antonio Lorena, Construction of the 
Maternal and Child Hospital of the Province of Cusco, Implementation of the Resolutive 
Capacity of the Health Establishments, Center of Education, Prevention and Rehabilitation in 
Alcoholism, Drugs and Tobacco, Center for the Prevention and Rehabilitation of Patients with 
Mental Illnesses, Formulation and Implementation of the Information System on the 
Management of Food Support Programs. 
 
Since we had access to all the information for what is available in the electronic pages of the 
Ministry of Economy and Finance and the National Institute of Informatics and Statistics. The 
technique that was used was the virtual documentary collection and the instrument were the 
Excel spreadsheets. The conclusions arrived at were: The little involvement of citizens in the 
spaces of participation, the ignorance of policies and guidelines for the management of the plan 
and the dismantling of planning with the institutional budget in the education sector, show that 
it is still traditionally planned to the existence of a regulatory framework that negatively affects 
the formulation, validity and orientation of the Plan that leads to a shared vision of the future. 
Likewise, the authorities and officials have shown a lack of political will to institutionalize the 
spaces of agreement at their different levels and to involve the citizenship mainly young people,

for their empowerment and sense of belonging in decision-making in a sphere of governance 
and governability, as a development strategy for the provincial municipality of Cusco. 
The low quality of the concerted development plans in the health sector coupled with the lack 
of institutional plans results in the improvised formulation of the initial Budget. The provincial 
municipality of Cusco programs its budgetary resources even with an incremental approach, 
lacking strategic action. Likewise, the limited institutional budget does not allow having 
professionals with the competent profile, in order to avoid the interposition of functions. Finally, 
this situation leads to insufficient coordination between planning and budget. The lack of short 
and medium term planning instruments and organizational management documents intensify 
institutional production as a consequence of the lack of capacities of politicians and technicians 
who act on the basis of empirical procedures and traditional management.
