RESUMEN 
 
El estudio se efectuó con la finalidad de verificar la influencia del Ambiente de Control 
en la Gerencia de Infraestructura y la Unidad de Abastecimientos y Almacén en la 
Municipalidad Distrital de San Jerónimo. 
La presente investigación se llevó a cabo con el objetivo de determinar si el ambiente de 
control influye en la adquisición de bienes para la ejecución de obras públicas por 
administración directa en la Municipalidad Distrital de San Jerónimo. También tiene 
como objetivo específico número uno, determinar si la integridad y los valores éticos 
influyen en la adquisición de bienes para la ejecución de obras públicas por 
administración directa en la Municipalidad Distrital de San Jerónimo, como objetivo 
número dos, determinar si la estructura organizacional influye en la adquisición de 
bienes para la ejecución de obras públicas por administración directa en la 
Municipalidad Distrital de San Jerónimo y por ultimo como objetivo número tres, 
determinar si la administración de los recursos humanos influye en la adquisición de 
bienes para la ejecución de obras públicas por administración directa en la 
Municipalidad Distrital de San Jerónimo. 
El estudio tiene un análisis temporal del 2016 – 2017, se aplicó la investigación 
descriptiva, es de tipo básica, con enfoque cuantitativo, y consta de un diseño de 
investigación no experimental. 
Para el análisis de la variable de la investigación se obtuvo la información mediante 
encuestas a diecinueve servidores públicos tanto de la Gerencia de Infraestructura como 
de la Unidad de Abastecimientos y Almacén de la Municipalidad Distrital de San 
Jerónimo.

Los resultados alcanzados demuestran que el ambiente de control en las oficinas 
encuestadas sufre de falta de integridad y valores éticos debido a que hay reglamentos 
para su lineamiento pero son pocos los servidores públicos que lo ponen en práctica, 
también la estructura organizacional desfavorable en la práctica de valores, buena 
conducta y reglas apropiadas para el bien de la gestión, y por último la administración 
de recursos humanos que da a conocer que es suficiente pero que no cumple con sus 
funciones como debe ser. 
Finalmente se plantea diversas propuestas como son ofrecer a los servidores públicos de 
la Unidad de Abastecimientos y Almacén y en la Gerencia de Infraestructura, 
capacitaciones las cuales sirvan para fortalecer los valores y principios, así como 
verificar la correcta elaboración del expediente técnico para mejorar la adquisición de 
bienes en obras públicas y la para mejorar la gestión.

ABSTRACT 
 
The study was carried out with the purpose of verifying the influence of the Control 
Environment in the Infrastructure Management and the Logistics Area in the District 
Municipality of San Jerónimo. 
The present investigation was carried out with the objective of determining the control 
environment helps in the acquisition of goods for the execution of public works of 
direct administration in the District Municipality of San Jerónimo. It also has as a 
specific objective number one, determine the integrity and values to help the acquisition 
of goods for the execution of public works of public administration in the District 
Municipality of San Jerónimo, as the goal number two, determine the organizational 
structure helps in the acquisition of goods for the execution of public works of the direct 
administration in the District Municipality of San Jerónimo and finally as a number 
goal, determine and manage human resources helps in the acquisition of goods for the 
execution of public works by direct Administration in the District Municipality of San 
Jerónimo. 
The study has a temporal analysis of 2016 - 2017, descriptive research was applied, it is 
of a basic type, with a quantitative approach, and consists of a non-experimental 
research design. 
For the analysis of the research variable, the information was obtained through surveys 
of nineteen workers from both the Infrastructure Management and the Logistics Area of 
the District Municipality of San Jerónimo. 
The results reached that the control environment in the offices surveyed the lack of 
integrity and ethical values. , good conduct and adequate rules for the good of the

management, and the last administration of human resources that makes known that it is 
sufficient but that does not fulfill its functions as it should be. 
Finally, the following questions are shown. They are offered to the workers of the 
Logistics and Infrastructure Management Office. Public works and to improve the 
management.
