Resumen 
El presente trabajo de investigación tiene por finalidad determinar cuáles son las 
causas que dificultan la elaboración de la “LIQUIDACIÓN FISICA Y FINANCIERA 
DE OBRAS PÚBLICAS EJECUTADAS POR ADMINISTRACIÓN DIRECTA EN 
LA MUNICIPALIDAD PROVINCIAL DE CANCHIS - CUSCO – PERIODO 2017”, 
el problema descrito provoca muchísimos conflictos con la población y la municipalidad, 
donde la población no puede solicitar el mantenimiento y la ejecución de nuevas obras, por 
ello es necesario realizar un análisis de las causas que  dificultan la elaboración de la 
liquidación física y financiera, para que la entidad pueda lograr sus objetivos, metas y otros 
beneficios que pretende alcanzar, para lograr satisfacer a la población. El objetivo general 
es “Determinar las causas que dificultan la elaboración de la liquidación física y financiera 
de obras públicas ejecutadas por administración directa en la Municipalidad Provincial de 
Canchis - Cusco – periodo 2017”, cuya hipótesis formulada las causas que dificultan la 
elaboración de la liquidación física y financiera de obras públicas ejecutadas por 
administración directa en la Municipalidad Provincial de Canchis - Cusco – periodo 2017”,  
es el incumplimiento de funciones y responsabilidades de los encargados de la dirección 
técnica de los proyectos. La población estuvo constituida por los liquidadores técnicos y 
financieros y la información documental de 10 obras ejecutadas por la Municipalidad 
Provincial de Canchis, la muestra estuvo conformado 05 liquidadores y documentos 
referidos a 10 obras públicas, la técnica que se utilizó fue la encuesta y análisis 
documentario, el instrumento utilizado fue un cuestionario y ficha de análisis 
documentario. El tipo de investigación que corresponde es aplicada, con un enfoque 
cuantitativo de diseño no experimental y alcance descriptivo. Los resultados de esta 
investigación mostraron que la falta de la documentación técnica y financiera que sustenten 
los trabajos ejecutados y gastos realizados influye negativamente en la elaboración de la

liquidación física y financiera de la obra. Las conclusiones que se han llegado con el 
presente trabajo de investigación las causas que dificultan la elaboración de la liquidación 
física y financiera es el incumplimiento constante a las normativas como la Resolución de 
Contralora N°195-88-CG y directiva Nº005-2015-GM-MPC, efectuado por la 
Municipalidad Provincial de Canchis, como incumplimiento de los documentos que debe 
de contener el informe final y los plazos de entrega.

Abstract 
The purpose of this research work is to determine the causes that make the 
preparation of the "PHYSICAL AND FINANCIAL LIQUIDATION OF PUBLIC 
WORKS EXECUTED BY DIRECT ADMINISTRATION IN THE PROVINCIAL 
MUNICIPALITY OF CANCHIS - CUSCO - PERIOD 2017", the problem described 
causes a lot of conflicts with the population and the municipality, where the population can 
not request the maintenance and execution of new works, so it is necessary to carry out an 
analysis of the causes that hinder the preparation of the physical and financial liquidation, 
for that the entity can achieve its objectives, goals and other benefits that it intends to 
achieve, in order to satisfy the population. The general objective is "Determine the causes 
that hinder the preparation of the physical and financial liquidation of public works 
executed by direct administration in the Provincial Municipality of Canchis - Cusco - 
period 2017", whose hypothesis formulated the causes that hinder the preparation of the 
settlement physical and financial public works executed by direct administration in the 
Provincial Municipality of Canchis - Cusco - period 2017 ", is the breach of functions and 
responsibilities of those in charge of the technical direction of the projects. The population 
was constituted by the technical and financial liquidators and documentary information of 
10 works executed by the Provincial Municipality of Canchis, the sample consisted of 05 
liquidators and documents referring to 10 public works, the technique used was the survey 
and documentary analysis, the instrument used was a questionnaire and documentary 
analysis file. The type of research that corresponds is applied, with a quantitative approach 
of non-experimental design and descriptive scope. The results of this investigation showed 
that the lack of technical and financial documentation to support the executed work and 
expenses has a negative effect on the preparation of the physical and financial liquidation 
of the work. The conclusions that have been reached with this research work the causes

that hinder the preparation of physical and financial settlement is the constant failure to 
comply with regulations such as Comptroller Resolution No. 195-88-CG and Directive No. 
005-2015-GM -MPC, made by the Provincial Municipality of Canchis, as a breach of the 
documents that must contain the final report and delivery deadlines.
