Resumen 
 
La presente investigación se enfoca a analizar y determinar el problema existente 
referente a las barreras burocráticas relacionadas con la simplificación administrativa 
desde un enfoque mixto, respondiendo al tipo de investigación básica, donde su diseño 
es no experimental porque no manipulo datos y observo la realidad problemática sin 
alterarlo. El objetivo general, es analizar y determinar de qué manera las barreras 
burocráticas influyen en la gestión pública de la Gerencia Regional de Infraestructura, 
donde la hipótesis es si la simplificación administrativa influye positivamente en los 
procesos de ejecución de obras públicas de la Gerencia Regional de Infraestructura. Los 
resultados de la presente investigación se obtuvieron de fuentes primarias y secundarias, 
varios de los conceptos analizados fueron el resultado de lecturas en artículos y criterios 
personales basados en el conocimiento y la experiencia. Por lo tanto, la presente 
investigación se aplica a la eliminación de barreras burocráticas mediante la 
simplificación administrativa, en los procesos de ejecución de obras públicas.

Abstract 
The present investigation focuses on analyzing and determining the existing problem 
regarding bureaucratic barriers related to administrative simplification from a mixed 
approach, responding to the type of basic research, where its design is non-experimental 
because it does not manipulate data and observe the problematic reality without alter it.  
Its general objective is to analyze and determine how bureaucratic barriers influence the 
public management of the Regional Infrastructure Management. Where its hypothesis is 
administrative simplification positively influences the public works execution processes 
of the Regional Infrastructure Management. The results of the present investigation ere 
obtained from primary and secondary sources, several of the concepts analyzed were the 
result of readings in articles and personal criteria based on knowledge and experience. 
Therefore, the present investigation applies the elimination of bureaucratic barriers 
through administrative simplification, in public works execution processes.
